About this opportunity

The Michigan Department of Technology, Management & Budget, State Facilities Administration, Design and Construction Division is requesting proposals for professional engineering services to conduct a Phase 100 feasibility study and Phase 500 preliminary design evaluation of Hancock Creek Dam in Dickinson County, with proposals due October 15, 2026 at 2:00 p.m. Eastern. Bidders must hold Michigan professional engineering licensure and submit a Certification of a Michigan Based Business form to be considered.

The scope encompasses a comprehensive Phase 100 study assessing two options — repair and modernization versus replacement — with detailed cost estimates, pros-and-cons analysis, and preliminary design and construction cost estimates. The 338-foot earthen embankment dam, constructed in 1951 with a structural height of 12 feet, is currently in fair condition per a February 2025 inspection; a November 2025 corrugated metal pipe band failure precipitated the evaluation. The PSC must incorporate standardized aluminum stop log implementation across DNR Wildlife Division dam facilities per RFP Addendum 1 issued October 9, 2026. Deliverables include biweekly progress summaries, design kickoff and virtual review meetings at project initiation, 50% completion, and 90% completion milestones, and detailed labor and expense documentation. The project statement establishes allowances of $10,000 for site topography and $1,000 for permitting agency coordination with EGLE and other DNR divisions.

The contract structure uses not-to-exceed billable hourly rates based on the PSC's current ISID contract rates, with sub-consultant mark-ups capped at 5 percent and reimbursable expenses (printing, reproduction, soil borings, site surveys, laboratory testing) at actual cost with no mark-up if performed in-house. Travel beyond 100 miles one-way is reimbursed at Michigan's current Vehicle and Travel Services rates. Evaluation criteria weight technical qualifications at 80 percent and cost proposals at 20 percent. A mandatory pre-proposal walkthrough is scheduled for October 1, 2026 at 10:00 a.m. Eastern at the dam site (Section 25, T41N R28W, coordinates 45.918063 -87.751497), with virtual Microsoft Teams attendance available. Written questions are due October 7, 2026 at 2:00 p.m. Eastern. Award recommendations are expected within thirty days of the proposal due date. No compensation increase is permitted unless a material change to project scope is approved in writing by DTMB's State Facilities Administration Design and Construction Division.
