About this file

This is a Forest Road Closure Checklist form from the Michigan Department of Natural Resources (DNR) documenting the evaluation of a forest road closure at Hancock Creek Dam within the Hancock Creek Flooding State Wildlife Management Area in the Escanaba Unit. The checklist, dated November 19, 2025, was initiated externally and addresses a forest road that crosses Hancock Creek Dam and coincides with a designated snowmobile trail. The closure proposal was triggered by a dam safety inspection that determined the dam's control structure has deteriorated, leading to a recommendation from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to close both the forest road and snowmobile trail to vehicular traffic due to safety concerns.

The evaluation systematically assessed the road closure against multiple criteria established under PA 451 of 1994, including non-emergency health and safety considerations, recreational impacts, land management factors, habitat conservation, environmental damage prevention, access to in-holdings, unauthorized road establishment, Americans with Disabilities Act compliance, and social considerations. The completed checklist indicates affirmative responses across numerous assessment categories, with particular emphasis on health and safety concerns, recreational access impacts, unfragmented habitat improvements, environmental damage prevention, and potential social opposition from recreational groups or local government. The checklist serves as documentation to support the dam closure decision and will be distributed to DNR leadership, Wildlife Division, Fisheries Division, Trails Coordinator, Law Division, and area supervisors for coordinated implementation.
