About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Natural Resources, is requesting proposals for professional design and construction administration services for improvements to the Harley Ensign Boating Access Site in Harrison Township, with proposals due October 8, 2026 at 2:00 PM and a mandatory pre-proposal walk-through on September 22, 2026 at 10:00 AM.

The scope spans study, program, schematic design, preliminary design, final design, and construction administration (office and field services) for a boating access facility at 32995 S River Road. Work includes replacement of 18 launch ramps with approximately 300 planks, drainage remediation and potential lift-station replacement, site-circulation and parking-layout optimization for 323 trailer spaces and 51 passenger-car spaces, lighting upgrades, shoreline erosion repair on the east side, restroom facility replacement, and entrance-kiosk replacement. The project must comply with applicable federal, state, and local codes administered by EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA, with plans reviewed by Michigan Department of Licensing & Regulatory Affairs (LARA). Design deliverables include kickoff meeting, 50% design submittal with preliminary cost estimates, 90% design submittal, and 100% final design documents with final cost estimates; completion of plans and specifications is targeted for fall 2027. Construction administration includes pre-construction meeting, biweekly progress meetings with recorded minutes, and project-closing documents including as-builts in PDF and AutoCAD formats.

The contract operates on a not-to-exceed billable rate with hourly fees covering salaries, employee benefits, insurance, office facilities, and equipment. Reimbursable expenses include actual costs for printing, reproduction, surveys, and testing with a markup not exceeding 5% for out-of-house services, plus travel reimbursement at Michigan's premium mileage rates for distances beyond 100 miles one-way from the firm's office.

Evaluation uses 80% technical and 20% cost weighting. Proposals must include signed Certification of Michigan Based Business and Responsibility Certification forms. Questions are due September 25, 2026 at 2:00 PM to Chris Bahjet at BahjetC@michigan.gov. Award is anticipated within thirty days of the proposal deadline. Submissions are made through SIGMA VSS with a maximum file size of 25 MB.
