About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), on behalf of the Michigan Department of Natural Resources, is requesting proposals for professional design services for the DeTour State Harbor Fuel Tanks project in DeTour Village, with proposals due July 30, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting held July 15, 2026.

Proposers must be licensed to practice professional engineering in Michigan and hold Certification of Michigan Based Business and Responsibility Certification. The scope covers Phase 100 (Study), Phase 300 (Schematic Design), and Phase 500 (Final Design) services for assessment and replacement design of two aged underground storage tanks at end-of-life. The existing system comprises a 10,000-gallon diesel tank and 15,000-gallon recreational fuel tank; replacements are specified as a 15,000-gallon diesel tank and 10,000-gallon recreational fuel tank, potentially configured above ground pending public and neighbor acceptance verification. The PSC must assess fuel delivery infrastructure including fuel lines, spill buckets/sumps, fuel pumps, and cathodic protection systems, and review existing 2004 as-built plans and specifications. The scope encompasses tanks and systems up to the main junction vault; downstream components are excluded. The harbor must remain operational throughout the project, requiring coordination with facility representatives to minimize disruption. Site visits must be scheduled in advance during normal business hours.

Compensation is structured as a not-to-exceed fee with billable hourly rates by staff classification. Sub-consultant fees are allowed at a reasonable markup not exceeding 5 percent. Reimbursable expenses include soil borings, site surveys, laboratory testing, printing, reproduction, and travel over 100 miles one-way at actual cost. An allowance of five thousand dollars is provided for LARA and SESC plan review fees in Phase 500. All other costs including fringe benefits, insurance, overhead, and profit must be included in billing rates. No construction budget has been established; proposers must analyze budget adequacy. Evaluation weights 80 percent to Technical Proposal and 20 percent to Cost Proposal. Written questions were due July 22, 2026 at 2:00 p.m. Eastern Time. Award recommendation is expected within thirty days of proposal due date. Proposals are submitted via the State of Michigan Procurement System (SIGMA VSS).
