About this file

This Addendum No. 1 is issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division on behalf of the Department of Natural Resources (MDNR) for the DeTour State Harbor Fuel Tanks project (File Number 751/26332.MDL). The MDNR seeks professional engineering services to assess two aged underground storage tanks (USTs) at the end of their useful lifespan and design replacement tanks. The scope includes Phase 100 Study, Phase 300 Design, and Phase 500 Final Design services, with estimates for Phase 600 and 700 services. The project encompasses assessment of the existing tanks, cathodic protection systems, sensors, and associated lines up to the main junction vault; downstream components beyond the vault are excluded. The fuel system will support 90 Octane Non-Ethanol recreational fuel and on-road grade diesel. A mandatory pre-proposal meeting was held on July 15, 2026, at DeTour State Harbor. Proposals were due July 30, 2026, at 2:00 p.m. EST. The investigation and design work is scheduled for Summer/Fall 2026. Site visits must be coordinated with facility representatives in advance during normal business hours.

Proposals were evaluated on an 80% Technical and 20% Cost basis by an Ad Hoc Advisory Committee using a Not-to-Exceed billable rate plus reimbursables format. Proposers were required to include travel reimbursements, billing rates, detailed documentation of meetings per phase, field work coordination descriptions, and comprehensive reimbursable expense lists. Consultants and testing costs are reimbursable expenses. Proposers must provide signed Certifications of Michigan Based Business and Responsibility Certification forms. No construction budget has been established at this time; proposers are expected to analyze project budget adequacy as part of their submission. The system has undergone repairs and upgrades including cathodic system work in 2018 and Veeder Root controls installation in 2025, with no suspected or confirmed releases at the site. The State is open to both underground and aboveground storage tank configurations, though aboveground placement requires verification to ensure public and neighbor acceptance.

PROPOSAL DUE DATE:

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

1. Pre-Proposal Meeting Attendance Record

2. Pre-Proposal Meeting Agenda

Questions asked via email:

Q1: Project Description States: “... is seeking a Professional Services Consultant (PSC) requesting professional engineering services for the assessment of two aged underground fuel tanks that are at the extent of their useful lifespan.”

Question: Is the DNR requesting a separate deliverable for assessment of the tanks and whole system prior to the replacement of the USTs?

A1: Assessment would provide a clear idea of the current condition of the existing tanks allowing the MDNR to prioritize funding for their replacement within the statewide system. It’s tough to determine a removal and replacement strategy without having a good grasp of what is existing and the condition it is in.

Q2: Why type of “recreational fuel” will the tank support?

A2: 90 Octane Non-Ethanol

Q3: What type of “diesel” fuel will the tank support? (e.g. on-road diesel, off-road diesel, fuel oil...etc.)

A3: On-road grade diesel

Q4: Please provide the compliance records for the tank system.

A4: They will be provided at a later date

Q5: Have any repairs or upgrades been completed on the UST system since 2004?

A5: There were repairs and upgrades to the cathodic system (2018) and veeder root controls (2025).

Q6: Have any suspected or confirmed releases occurred at the site?

A6: NO

Q7: The Project Statement states the fuel lines to the docks, spill buckets/sumps, fuel pumps, and cathodic protection “shall be reviewed.” At the mandatory site visit, the State indicated scope is limited to the tanks and lines up to the junction vault, with everything past the junction vault excluded. Please confirm the downstream limit of the PSC scope, specifically whether any components past the junction vault (dock fuel lines, dispensers, dock-side spill containment, fuel pumps) are included.

A7: As indicated above, and as discussed at the site meeting, everything beyond the main junction vault will be http://www.buy4michigan.com/ excluded in the scope. The focus will be on the tanks, cathodic protection, sensors, associated lines, etc to the vault.

Q8: The scope calls for assessing the two existing tanks and also states the PSC “shall recommend and design two new fuel tanks.” Please confirm whether the State has already determined that both tanks will be replaced, or whether that determination is an outcome the PSC is expected to reach and support through the assessment.

A8: See response to question 1. The tanks do need to be replaced as they are beyond their recommended lifespan.

Q9: The Project Statement notes that, based on the PSC’s assessment and recommendation, above ground tanks would be considered. Please confirm the State is open to an aboveground storage tank (AST) configuration so this option can be carried into the assessment and design.

A9: Yes, they need to be replaced and the MDNR is interested in both above and below ground options. Placement of above ground tanks will need to be further verified with the project team to assure they aren’t an eyesore to the public and neighbors.

Q10: Does the State expect the PSC to perform testing of the existing fuel system as part of the assessment (e.g., annual line leak detection, tank tightness testing, cathodic protection testing), or is a visual and engineering condition review sufficient?

A10: No. Those items are already checked annually by park staff and/or by LARA.

Q11: Please confirm the applicable DTMB design phase requirements and standard Michigan specifications governing the Phase 100, 300, and 500 deliverables, including any detailed description of what each design phase must include.

A11: As listed in the RFP Section I-1 Purpose “The service to be completed should encompass as a minimum the following phase(s) from the DTMB Sample Standard Contract for Professional Services:” with a link to sample contracts on our website under I-4 Contract Award.

http://www.michigan.gov/dmb/0,4568,7-150-41516-269818--,00.html The Standard Billing Rate Contract example has descriptions for the phases.

Q12: Section II-5 asks the PSC to analyze the proposed project budget for adequacy. Has the State established a construction budget or set-aside for this work? If so, please share it so the PSC can provide a professional opinion on its adequacy.

A12: A proposed budget is not available at this time for construction.
