About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is soliciting bids on asphalt pavement reconstruction of the Maybury State Park entrance road in Northville, Michigan (751/26110.KMM), with bids due July 22, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-bid conference and site walkthrough on July 1, 2026 at 10:00 a.m. A qualified disabled veteran (QDV) business preference of 10% applies to bid evaluation.
The work covers approximately 0.31 miles of the entrance drive from 8 Mile Road to the "T" intersection past the MVP booth and park headquarters, including asphalt crush and shape, HMA resurfacing, shoulder trenching with aggregate shoulders, pavement markings, erosion control measures, slope restoration, maintenance of traffic, and miscellaneous work such as bollard and sign relocation. Contractors must comply with 2020 Michigan Department of Transportation standard specifications and 2011 Michigan Manual of Uniform Traffic Control Devices. Earth disturbance is restricted to 2 feet beyond slope stake lines except in wetland areas where it is limited to the slope stake line itself. Existing utilities from AT&T Communications and DTE Electric require coordination with MISS DIG System Inc. at least three working days before excavation. Existing park features including benches, tables, signs, and the MVP booth must be salvaged and protected at contractor expense.
Construction must be completed by September 25, 2026, or within 30 calendar days of Notice-to-Proceed, whichever is earlier. Liquidated damages are assessed at $800 per calendar day for delays beyond substantial completion. The base bid includes a lump-sum item for all work plus a $20,000 provisional allowance for construction contingency. A 5% bid security is required. Performance and Payment Bonds are required for contracts exceeding $50,000. Commercial General Liability Insurance of at least $1 million per occurrence, statutory Workers' Compensation, Vehicle Liability Insurance, Employer's Liability Insurance with minimum $1 million per accident, and Pollution Liability Insurance of at least $1 million per occurrence are mandatory. Prevailing wage requirements apply under Michigan's 2023 PA 10, as amended, with certified payroll submission to the Department of Labor and Economic Opportunity database. Questions are due July 15, 2026 at 2:00 p.m. to Susan Tebbe, PE at stebbe@manniksmithgroup.com. All bids must be submitted electronically through SIGMA VSS with proof of State Project Registration.
