About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division is requesting proposals for professional design and construction administration services on behalf of the Michigan State Police for the Detroit Lab–Northville Lab Relocation project, with proposals due October 8, 2026 and a mandatory pre-proposal meeting held on September 15, 2026 (now completed).

The scope spans seven phases of design and construction administration services: Study (Phase 100), Program Analysis (Phase 200), Schematic Design (Phase 300), Preliminary Design (Phase 400), Final Design (Phase 500), Construction Administration–Office Services (Phase 600), and Construction Administration–Field Services (Phase 700). The project relocates the Michigan State Police Metropolitan Detroit Forensic Science Laboratory to the third floor of Detroit Public Safety Headquarters at 1301 3rd Street, Detroit, Michigan, comprising approximately 10,240 square feet of renovation (4,675 square feet office, 5,565 square feet laboratory). Laboratory space includes DNA analysis areas with extraction workstations, PCR rooms, latent print processing, evidence storage, and specialized forensic functions. The facility operates 8 a.m. to 5 p.m. Monday through Friday, with potential 7 a.m. opening access. The preliminary study by Hobbs & Black Associates and McClaren, Wilson & Lawrie, Inc. established architectural, mechanical, plumbing, and electrical design requirements emphasizing laboratory safety, biohazard containment, security systems, and emergency power.

Compensation uses a not-to-exceed billable-rate fee structure under Michigan Public Act 431 of 1984. Professional staff are billed at hourly rates; sub-consultant markups may not exceed five percent. Reimbursables include printing, site surveys, laboratory testing, and travel exceeding 100 miles one-way from the firm's office at State rates. Fringe benefits, insurance, overhead, and profit must be incorporated into hourly rates. The state allocates $4,000 in reimbursables for asbestos and lead sampling and testing in the design phase.

Proposals are evaluated eighty percent on technical merit (Part I) and twenty percent on cost (Part II). Proposing firms must be licensed to practice in Michigan, submit a Certification of Michigan Based Business form, and complete a Responsibility Certification. Contract recommendations are expected within thirty days of the October 8 proposal due date. Written questions were due September 22, 2026. Project Director is Mustafa (Chris) Bahjet, P.E., at (517) 749-7519 or bahjetc@michigan.gov. Proposals are submitted via SIGMA VSS.
