About this file

This is Addendum No. 4 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for professional design and construction services related to the Detroit Lab–Northville Lab Relocation project (File Number 551_26434.MNB). The addendum addresses questions and answers from proposers and provides clarifications on project requirements. The project involves the relocation of laboratory equipment and furniture, with design services required to support the transition. The laboratory operates 8 AM to 5 PM Monday through Friday, with potential for 7 AM opening access. The concept plan was accepted as of July 2026. The proposal due date is October 8th, 2026, and the project director is Mustafa (Chris) Bahjet. The project is planned to follow a Design-Bid-Build delivery method, with commissioning to be performed internally by the Michigan State Police rather than as part of this contract.

Key personnel should be identified in a table format including name, title, years of experience, roles and responsibilities, and employment status (direct employee or consultant). The State is not releasing the authorized project budget at this stage. Proposers must include a $4,000 reimbursable allowance for environmental abatement costs related to asbestos-containing material and lead sampling and testing if necessary. An environmental consultant will perform sampling and serve as the industrial hygienist overseeing any abatement process. The design professional is responsible for cost estimating during review periods if such services are not available in-house. Resumes should be organized by project relevance rather than chronologically. Available documentation includes AutoCAD files and equipment cut sheets; additional SmithGroup drawings from 2013–2014 covering framing, fire protection, plumbing, and electrical systems are being obtained. The design professional must verify all existing mechanical, electrical, and plumbing conditions and ensure compliance with applicable codes and performance requirements.
