About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) is requesting proposals for design and construction administration services for the Detroit Lab–Northville Lab Relocation project, with proposals due by 2:00 p.m. Eastern Time on October 1, 2026, and a mandatory pre-proposal walkthrough at Detroit Public Safety Headquarters on September 15, 2026.

The scope encompasses relocation of the Michigan State Police Metropolitan Detroit Forensic Science Laboratory from 500 Griswold Suite 1700 to the third floor of 1301 3rd Street, Detroit, with renovation of approximately 10,240 square feet across two spaces: Space A (4,675 square feet) for office areas and Space B (5,070 square feet) for laboratory operations. The project spans seven phases: Study (Phase 100), Program Analysis (Phase 200), Schematic Design (Phase 300), Preliminary Design (Phase 400), Final Design (Phase 500), Construction Administration–Office Services (Phase 600), and Construction Administration–Field Services (Phase 700). The relocation must accommodate the DNA Lab and Latent Prints Lab with specialized infrastructure including biohazard protection systems, variable air volume HVAC controls, emergency power and UPS systems, security electronics with proximity-access systems, laboratory vestibules for contamination control, and chemically resistant flooring. The facility contains extensive equipment inventory including 49 centrifuges, genetic analyzers, real-time PCR systems, Hamilton robotic platforms, AFIS systems, CODIS workstations, and specialized forensic instrumentation requiring dedicated workspace with weight-bearing tables and backup power connections.

The contract uses a billable-rate structure with not-to-exceed fees; firms must submit detailed hourly billing rates by position, anticipated hours per phase, and reimbursable expenses. Markup on sub-consultant fees and reimbursables is capped at five percent; all other costs including fringe, insurance, travel, overhead, and profit must be embedded in hourly rates. Travel beyond 100 miles one-way is reimbursable at State of Michigan Vehicle and Travel Services rates. Addendum 2 (issued September 24, 2026) allocates four thousand dollars in reimbursables for asbestos and lead testing during demolition. Evaluation applies eighty percent weighting to the Technical Proposal and twenty percent to the Cost Proposal. Award recommendation is expected within thirty days of the October 1 deadline. The prime professional must hold a valid Michigan license to practice and submit a Certification of Michigan Based Business. Written questions are due September 22, 2026, by 2:00 p.m. Eastern Time.
