About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB) is soliciting bids on construction of tie-down pads for rotary-winged aircraft at Grayling Army Airfield, with bids due August 19, 2026 at 2:00 PM Eastern time. A mandatory pre-bid conference and site tour was held August 5, 2026; attendance was required. Qualified Disabled Veteran-owned businesses receive a 10% pricing preference under Michigan Public Act 91 of 2005, provided they submit proof of service-connected disability and business ownership; the state accepts NVBDC certification as an alternative verification method.

The scope encompasses excavation, aggregate base course installation, an 8-inch non-reinforced Portland cement concrete base, two lifts of bituminous pavement (165 lbs/square yard per lift) with PG 70-28P asphalt cement at specified stability and air-void percentages, mooring and tie-down points with copper-clad steel ground rods and Shepard's hooks, site grading, drainage structures, electrical conduit, pavement markings, topsoil restoration with seeding and mulching in disturbed areas, and all labor and equipment necessary to complete the work. The project encompasses 56 individual parking positions at multiple tie-down pad locations. Completion is required within 210 calendar days from the Notice-to-Proceed, with liquidated damages of $500 per day assessed for delays beyond substantial completion.

The contract includes a $20,000 contingency allowance. A 5% bid guarantee is required; performance and payment bonds are required for bids exceeding $50,000. Federal Davis-Bacon wage rates apply. For bids exceeding $100,000, certification as a Michigan-based business is required. All contractors and subcontractors must maintain current State Project Registration. Questions are due August 12, 2026 at 10:00 AM. Electronic submission through SIGMA VSS is mandatory, with a maximum of two attachments, each under 25 MB. The project must comply with Build America, Buy America Act requirements. Contractor work hours are restricted to 7:45 AM to 4:30 PM, Monday through Friday, with a mandatory full-time on-site superintendent.
