About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Military and Veterans Affairs, is soliciting bids to construct tie-down pads for rotary-winged aircraft at Grayling Army Airfield (Camp Grayling Training Center) under Project 2651522002, with bids due August 19, 2026, at 2:00 p.m. Eastern time. A mandatory pre-bid conference and site tour was held August 5, 2026; questions were due August 12 at 10:00 a.m. Service-Disabled Veteran-Owned Businesses (SDVOBs) receive a 10% pricing preference in bid evaluation — qualifying SDVOBs must provide proof of service-connected disability via DD214 or VA Rating Decision Letter and 51% or greater ownership by one or more service-disabled veterans.

The scope includes excavating and grading, placing aggregate base courses and bituminous pavement (two lifts at 165 pounds per square yard), installing 8-inch non-reinforced Portland cement concrete tie-down pads for 56 locations, drainage layers, tie-down anchors with mooring and static ground points, electrical conduit at 42 inches depth, apron edge lighting, and pavement markings. Work also encompasses asphalt taxi-lane approach, refueling areas, and restoration of all disturbed areas with 4 inches of topsoil, standard seed mixture B, and wood fiber mulch. Contractors must comply with FAA Advisory Circular 150/5370-2G, Michigan Part 91 soil erosion and sedimentation control regulations, airport security protocols, and Build America, Buy America Act (BABAA) requirements mandating domestic sourcing of all iron, steel, and manufactured products.

Contract time is 210 calendar days from Notice-to-Proceed with liquidated damages of $500 per day; work hours are 7:45 a.m. to 4:30 p.m., Monday through Friday. Project completion is required by April 30, 2027. The contract includes a $20,000 contingency allowance. Bid security of 5% is required; performance and payment bonds are required for bids exceeding $50,000. Davis-Bacon prevailing wage rates apply. All bidders must provide proof of State Project Registration from the Department of Labor and Economic Opportunity and submit bids electronically through SIGMA VSS with a maximum of two attachments under 25 megabytes each. The apparent low bidder must submit post-bid materials including experience modification rating and superintendent qualifications within two business days of request.
