About this file
This is Addendum No. 1 to the bid documents for a construction project issued by the State of Michigan Department of Military and Veterans Affairs, Construction & Facilities Office, for the Grayling Army Airfield (GAAF). The project, identified as 2651522002, involves constructing tie-down pads for rotary-winged aircraft, including an asphalt taxi-lane approach, concrete parking pads, refueling areas, mooring and static grounding points, apron edge lighting, and airfield pavement markings. The scope also includes placing 4 inches of topsoil, seed, fertilizer, and mulch in all disturbed areas. The mandatory pre-bid meeting was held on August 5, 2026, at 10:30 AM at Building 1135 McNamara Road. Questions were due by August 12, 2026, at 10:00 AM, submitted to Adam Pohl (Project Manager). The bid opening is scheduled for August 19, 2026, at 2:00 PM EST. DTMB typically requires 45 days to award contracts following receipt of bids. Project completion is required within 210 calendar days after the pre-construction meeting, with work hours limited to 7:45 AM to 4:30 PM, Monday through Friday. The pre-construction meeting will occur on-site, at which time the Notice to Proceed will be issued.
The addendum provides seven revisions and one clarification regarding specifications and site conditions, including modifications to asphalt binder specifications (PG 70-28P with 2150 lb minimum stability), removal of an 8-inch red paint stripe from existing pavement using methods other than grinding, construction haul routing requirements, topsoil placement procedures, and unit pricing requirements for pavement marking repainting and grounding rod marking repainting. A $20,000 contingency allowance is included for the project with liquidated damages of $500 per day. Bid security of 5 percent of the awarded base bid cost is required; however, payment and performance bonds are not required if the bid is less than $50,000. Federal Davis-Bacon wage rates apply. Contractors must submit adequate shop drawings prior to construction commencement and are responsible for all materials testing, load ticket submission, and maintaining a construction waste management plan with a goal of salvaging or recycling 60 percent by weight of non-hazardous solid waste. A full-time superintendent or project manager must remain on-site during construction, and all work must comply with Department of Military and Veterans Affairs special working rules and coordinate with the Project Site Superintendent, Melissa Mead.
