About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), on behalf of the Michigan Department of Military and Veterans Affairs, is soliciting proposals for professional architectural and engineering services for the Olympia Readiness Center Addition in Detroit, with proposals due August 6, 2026 at 2:00 p.m. and a mandatory pre-proposal meeting on July 16, 2026 at 10:00 a.m.

The scope encompasses Phases 300–700 professional services including schematic design, preliminary design, final design, and construction administration for a 43,600-square-foot, three-story addition to the existing National Guard armory at 3030 McGraw Avenue, Detroit. The addition will include vehicle storage with loading dock, conditioned storage, new vault, offices, classrooms, training rooms, latrines, showers, fire alarm and suppression systems, and a rooftop solar array. Existing building renovations include kitchen upgrade with new food service equipment, mechanical, electrical, and plumbing upgrades, and finishes. Site work encompasses parking lot modifications, generator installation, force protection and security upgrades, lighting, landscaping, storm water management with underground detention beneath the vehicle lot, and perimeter fence replacement with access control systems. The design must comply with National Guard Bureau Military Construction (MILCON) standards, Unified Facilities Criteria, and federal building codes, achieve LEED Silver certifiability, and meet ASHRAE 90.1 energy conservation standards. Key design milestones include 10% submission in September 2026, 30% conceptual design by December 1, 2026, 60% preliminary review in May 2027, 90% final design in October 2027, and 100% revised final by February 25, 2028, with bid documents complete by February 25, 2028. Construction is anticipated to begin October 2028 and complete October 2030. The construction budget is $45.334 million, with the A&E firm required to design to this budget with allowances for 2% over-design through bid alternates.

Proposals must be submitted on a billable rate basis using DTMB's Professional Services Contract and billable rate form. Evaluation is 80% technical merit and 20% cost. Firms must hold current Michigan occupational licenses and submit Certification of Michigan Based Business and Responsibility Certification forms. A mark-up not to exceed 5% is allowed on sub-consultant fees and reimbursable expenses; all other costs including fringe, insurance, overhead, and profit must be embedded in hourly rates. Written questions are due July 23, 2026 at 2:00 p.m. to Kurt Maiberger, Project Director, maibergerk@michigan.gov, (517) 899-2693. Contract award is anticipated within thirty days of the proposal deadline.
