About this opportunity
The Michigan Department of Technology, Management & Budget is requesting bids for fabrication and installation of two signage structures at Fort Custer Training Center in Augusta, Michigan, with bids due August 12, 2026 at 2:00 p.m. Eastern time. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to eligible bidders meeting Michigan certification requirements under Public Act 91 of 2005.
The scope includes an Expert Skills Sign and a Training Center Sign adjacent to Interstate 94, with detailed architectural, civil, electrical, and landscape specifications. The contractor is responsible for delegated design of steel foundations, final structural sizing and material specifications, shop drawing preparation, site clearing, excavation support, utility location and protection, gasketing to separate aluminum and steel components, and restoration of disturbed surfaces. All steel elements must be painted with specified Sherwin Williams exterior finishes and graffiti-proof clear coat protection. Site lighting incorporates solar-powered spotlights (15-watt and 30-watt fixtures) with adaptive smart dimming and 4000K LED technology. The contractor must obtain all permits, contact Miss Dig for utility verification, and report discrepancies to the design engineer.
Contract time for completion is 270 calendar days from Notice-to-Proceed, with liquidated damages of $300 per calendar day for failure to achieve substantial completion. All bids exceeding $50,000 require performance and payment bonds. All bids over $100,000 must include a Certification of Michigan Based Business. Prevailing wage requirements apply per Appendix V. Commercial general liability insurance with minimum limits of $1 million per occurrence is required, along with vehicle liability, workers' compensation, and employer's liability coverage. Bid security of 5% is required. Mobilization costs are capped at 4% of the base bid. A mandatory pre-bid conference and walk-through is scheduled for July 29, 2026 at 11:30 a.m. Eastern time at Fort Custer Building 2590 BPW, with remote Microsoft Teams participation available; contractors must register by emailing Walt Sullivan at SullivanW@michigan.gov by July 28. Questions are due August 5, 2026 at 5:00 p.m. Eastern time to Todd Ockaskis at tockaskis@paradigmae.com.
