About this opportunity
The State of Michigan Department of Technology, Management and Budget is requesting bids for construction of a vehicle maintenance building and salt/sand storage building at Camp Grayling, with bids due August 12, 2026, at 2:00 p.m. ET through the SIGMA VSS system. A 10% pricing preference for Service Disabled Veteran Owned Businesses (SDVOB) applies under Public Act 91 of 2005; qualified firms must submit DD214, VA Rating Decision Letter, or NVBDC certification with their bid.
The scope encompasses a pre-engineered metal building (PEMB) approximately 240 feet by 100 feet with concrete masonry unit and split-face CMU exterior walls, concrete slab-on-grade foundations, and metal roof panels. Interior spaces include cold storage, wash bay, power washer area, work bays, office, restroom, janitor, mechanical, and storage. The project incorporates an underhung crane system with bridge crane support infrastructure and a 250-pound power wash boom. Structural design follows Michigan Building Code 2021 with 35–42 PSF roof snow loads, 105 MPH wind speeds, and seismic design category A; concrete specifications require 4000–5000 PSI compressive strength and reinforcing steel conforming to ASTM A615 Grade 60. All work must comply with Michigan Energy Code and ASHRAE Standard 90.1-2019, with building envelope commissioning performed by an independent third-party provider retained by the contractor. Contractors assume responsibility for utility location verification, private utility removal coordination, and snow removal. Three bid alternates are specified: equipment additions (post lifts, tire machine, oil dispenser); concrete and asphalt parking expansion with landscape stone; and salt/sand storage building addition.
Bid security of 5% is required. A mandatory pre-bid conference was held July 30, 2026, at Building 36, Camp Grayling; questions were due August 5, 2026, at 5:00 p.m. ET. Addendum 1 (August 3, 2026) and Addendum 2 (August 5, 2026) issued updated drawings reflecting structural loading requirements for ceiling fan and power wash boom. Bids remain valid for 90 days. Performance and payment bonds and Michigan prevailing wage compliance are required.
