About this file

This Addendum 1 document modifies the original bidding documents for the Camp Grayling Building 8 construction project in Grayling, Michigan, issued by Paradigm Design on behalf of the Department of Military and Veterans Affairs (DMVA). The addendum clarifies telecommunications and electrical system requirements, confirms that all data cabling, termination, and testing shall be provided by the contractor through World Wide Technologies, and specifies that the TBS roof insulation system must be used rather than ThermaLiner. A mandatory pre-bid meeting was held on July 30, 2026, with attendance required for all bidders; key meeting points included notification that working hours are 7:00 AM to 5:00 PM, a superintendent must be on site during work, contractors are responsible for utility coordination and snow removal, and all requests for information must be directed to Paradigm Design. The project must comply with the Michigan Energy Code and ASHRAE Standard 90.1-2019, with contractors responsible for all commissioning, functional performance testing, documentation, and reporting requirements at no additional cost to the owner.

The addendum establishes that contractors must provide a separate panel for the Square D 5563 meter with interface capability for water and gas pulse meters, confirm Buy America Act compliance, and purchase all telecommunications components from World Wide Technologies. Building envelope commissioning must be performed by an independent qualified third-party provider retained and coordinated by the general contractor with all costs included in the contract sum. All factory-built fenestrations and doors must be labeled or certified as meeting air leakage requirements of the Michigan Energy Code. Material testing costs are to be paid by the owner except for mechanical test and balance, which is the contractor's responsibility; all utility fees and site-related costs, including winter weather considerations for the Grayling location, are the contractor's responsibility. Failure to include all labor, materials, testing, documentation, coordination, and services necessary to achieve Michigan Energy Code compliance will not relieve the contractor of the obligation to provide a complete and code-compliant project at no additional cost to the owner.
