About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids on electrical infrastructure upgrades (Phase 2) at the Kinross Correctional Facility and NRT Facility in Kincheloe, Michigan under file 472/26238.RWG, with bids due September 2, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid meeting and site walk-through on August 12, 2026 at 11:00 a.m. Eastern time at the facility. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies; bidders claiming this preference must submit DD214, proof of service-connected disability via DD214 or VA Rating Decision Letter, proof of business ownership, or NVBDC certification.

The scope encompasses removal of all existing overhead medium-voltage distribution poles, wires, pole-mounted and pad-mounted transformers, and secondary feeders; installation of new medium-voltage underground distribution with low-profile pad-mounted switches and new pad-mounted transformers rated 45 KVA to 500 KVA; and replacement of main distribution panels in the Warehouse, MSI, Tech, Maintenance, and Maintenance Shop buildings. Work is performed at Kinross Correctional Facility, 4533 W. Industrial Park Drive, Kincheloe, Michigan 49788. Medium-voltage switches are rated 200A to 600A; underground conductor is shielded MV-105 copper wire. Directional boring with prior Ground Penetrating Radar Survey and hydrovac excavation are mandatory for underground installations. All electrical outages must not exceed two hours; portable generators are required to maintain perimeter detection, video management, and life safety systems if outages exceed this window. Outage and cutover schedules require minimum two-week advance submission to MDOC leadership.

Bids must include 5% bid security (certified or cashier's check) and proof of Michigan State Project Registration. A contingency allowance of $250,000 is established per Addendum No. 1 (issued August 14, 2026). The Michigan residency requirement mandates that fifty percent of persons employed on the work must have been Michigan residents for at least one year prior to employment, though this requirement may be waived where Michigan residents are unavailable or federal law compliance is necessary; it does not apply to contractors or subcontractors signatory to collective bargaining agreements permitting interstate employee portability. All contractor representatives must submit a Vendor/Contractor LEIN Request five business days prior to the pre-bid conference. Questions are due August 24, 2026 at 2:00 p.m. Eastern time to Joe Sovis, Matrix Consulting Engineers, Inc., at jsovis@matrixceinc.com or (517) 927-0964. Bids remain valid for sixty calendar days after opening. The engineer of record is Matrix Consulting Engineers, located at 544 Cherbourg Drive, Lansing, Michigan 48917.
