About this opportunity
The Michigan Department of Technology, Management & Budget, State Facilities Administration Design and Construction Division is requesting proposals for professional design and construction administration services for HVAC system upgrades at Cooper Street Correctional Facility in Jackson, Michigan, with proposals due August 6, 2026 at 2:00 p.m. Eastern time. The mandatory pre-bid walk-through is scheduled for July 23, 2026 at 10:00 a.m.; a pre-bid addendum was issued July 29, 2026 with facility photographs and clarifications.
The scope encompasses Phases 300–700 (Schematic Design, Preliminary Design, Final Design, and Construction Administration–Office and Field Services) for HVAC replacements across three buildings: the Wardens Suite (full replacement of existing natural gas forced air system with exterior AC condenser), the Programs Building (full replacement of existing PTAC units), and the D Unit Offices (removal and replacement of window insert air conditioning and hydronic heating systems with a new natural gas forced air system). All new HVAC systems must integrate with the Building Management System using existing Johnson Controls infrastructure in the Admin Building. The basis of design should specify Trane or AAON equipment (open specification). Work must comply with EPA, OSHA, DOT regulations and applicable state (DCH, EGLE, DNR, MIOSHA) and local requirements.
Proposing firms must be licensed to practice in Michigan and submit a Certification of Michigan Based Business form. Compensation is on a not-to-exceed billable hourly rate basis with compensation determined by authorized project budget. Proposals are structured in two parts: technical proposal (weighted eighty percent, limited to single-page general information, two-page project understanding, single-page resumes, single-page management summary, single-page budget analysis with completed project examples, and five to ten project references) and cost proposal (weighted twenty percent) including hourly billing rates by personnel classification, estimated hours by phase, and reimbursable expenses. A markup of up to five percent is permitted on sub-consultant fees and reimbursable expenses. Questions are due August 3, 2026 at 2:00 p.m. Eastern time. Contract award is anticipated within thirty days of proposal due date. Design work is targeted for Fall/Winter 2026 with construction in Spring 2027.
