About this opportunity
Jackson Municipal Airport Authority (JMAA) is requesting proposals for solid waste management services at two airport facilities in Jackson, Mississippi, with proposals due July 30, 2026 at 2:00 p.m. Central Time. A non-mandatory pre-submission conference is scheduled for July 9, 2026 at 9:00 a.m. at the Main Terminal Building.
The scope covers collection and disposal of non-hazardous solid waste at Jackson-Medgar Wiley Evers International Airport (JAN) and Hawkins Field Airport (HKS). The vendor must supply and maintain specified equipment across six locations: one 30-yard self-contained compactor and one 42-yard cardboard compactor at JAN's West Concourse, plus four 8-cubic-yard dumpsters at various maintenance facilities. Collection frequencies range from weekly pickups to as-needed service.
The vendor must demonstrate a minimum of five years' experience providing solid waste services to government entities and maintain comprehensive insurance including $1,000,000 per occurrence commercial general liability and motor vehicle liability insurance, with JMAA named as additional insured. A performance bond equal to the three-year contract total price is required upon award. Financial statements for the past three fiscal years must be provided. All vendors must be registered to do business in Mississippi and obtain a City of Jackson Business Privilege License before contract execution.
The contract is awarded for an initial three-year term with two optional two-year renewal periods exercisable at JMAA's discretion, subject to Board of Commissioners approval. Pricing is firm fixed-price with unit pricing for additional pickups and dumpsters; all rates must remain firm throughout the initial three-year term and any renewal years.
Evaluation uses a three-phase process: Phase 1 assesses compliance with mandatory requirements on a pass/fail basis; Phase 2 scores proposals on a 100-point scale with cost weighted at 60 percent and management proposal at 40 percent; Phase 3 involves finalist selection and best and final offer negotiations. No DBE participation goals apply.
