About this opportunity
The Alabama Department of Forensic Science is requesting bids to establish a contract for dry gas ethanol reference materials and certified reference materials (RM/CRM) plus refills, with bids due August 10, 2026. Bidders must be ISO 17034-accredited Reference Material Producers and provide a copy of their manufacturer's accreditation certificate with the response — a mandatory qualification filter.
The scope covers five concentrations of dry gas ethanol RMs (0.020, 0.040, 0.080, 0.100, and 0.150 g/210 L) and three concentrations of CRMs (0.020, 0.080, and 0.150 g/210 L). RMs must be supplied in aluminum refillable cylinders with a minimum capacity of 108 liters at 1200 psi; CRMs in 150 cubic foot cylinders. All materials must maintain concentration accuracy within 2% or 0.002 g/210 L and include comprehensive labeling with lot numbers, manufacture and expiration dates, and supplier information. Suppliers must accept return of empty cylinders with free return shipping, guarantee refill and return within three weeks of receipt, and maintain stability data extending back at least four years for cylinder materials and valve components. All reference materials must be traceable to NIST standards with Certificates of Analysis available online. Suppliers are responsible for replacing contaminated or non-conforming materials at no cost.
Pricing is F.O.B. destination with all freight charges included in bid prices. The contract carries an initial 12-month term with options to extend for four successive 12-month renewals at the same pricing and terms, each requiring written approval no later than 30 days prior to expiration. Price increases at renewal may be considered only if documented and do not exceed Consumer Price Index increases for the same period; price decreases must be passed to the state immediately. The award will be made on an "all or none" basis to the lowest responsive and responsible bidder. Questions are due August 3, 2026, at 5:00 p.m. CST. A Most Favored Customer clause requires the supplier to immediately extend any lower pricing or more favorable terms offered to other governmental or commercial customers.
