Summary of Agency Specifications for Dry Gas Ethanol Reference Materials
This document presents the Agency Specifications for an Invitation to Bid issued by the Alabama Department of Forensic Sciences (ADFS) for the procurement of dry gas ethanol reference material (RM) and certified reference material (CRM) used in the evaluation and calibration of breath alcohol testing devices. The specifications require suppliers to provide five concentrations of dry gas ethanol RMs (0.020, 0.040, 0.080, 0.100, and 0.150 g/210 L) and three concentrations of CRMs (0.020, 0.080, and 0.150 g/210 L). The RMs must be supplied in aluminum, refillable cylinders with a minimum capacity of 108 liters at 1200 psi, while CRMs must be supplied in 150 cubic foot cylinders. All materials must maintain concentration accuracy within 2% or 0.002 g/210 L and include comprehensive labeling with lot numbers, manufacture and expiration dates, and supplier information. The document does not specify response dates, due dates, bidder conference information, or award timelines.
The specifications establish that suppliers must be ISO 17034-accredited Reference Material Producers and provide certificates of accreditation with their bids. Suppliers are required to accept return of empty cylinders with free return shipping and must guarantee refill and return of cylinders within three weeks of receipt. All reference materials must be traceable to NIST standards, and suppliers must provide Certificates of Analysis available online with data supporting uncertainty calculations. Suppliers are responsible for replacing any contaminated or non-conforming materials at no cost and must maintain stability data extending back at least four years for the cylinder materials and valve components being supplied. The document does not include pricing information, set-asides, incumbent information, or funding sources.

Invitation to Bid – Dry Gas Ethanol Reference Material and Certified Reference Material for Breath Alcohol Testing Devices
Page 1 of 2 Rev. 06092026
All qualified suppliers wishing to submit a response to this Invitation to Bid (ITB) must be able to provide the Alabama Department of Forensic Sciences (ADFS) with dry gas ethanol reference material (RM) and certified reference material (CRM) for use in the evaluation and calibration of breath alcohol testing devices.
I. MINIMUM REQUIREMENTS
1) The dry gas ethanol RM and CRM manufacturer must be an ISO 17034-accredited Reference Material
Producer. The supplier must provide a copy of the manufacturer’s accreditation certificate with their response.
2) The supplier must agree to accept the empty RM and CRM cylinders and provide the necessary shipping materials for return at no cost, including return shipping costs.
3) The supplier must be able to invoice ADFS based on the order.
Dry Gas Ethanol RM Specifications
4) The supplier must supply dry gas ethanol RMs for the following concentrations:
a. 0.020 g/210 L
b. 0.040 g/210 L
c. 0.080 g/210 L
d. 0.100 g/210 L
e. 0.150 g/210 L
5) The concentration of each dry gas ethanol RM must be within ± 2 % or 0.002 g/210 L, whichever is greater than the stated concentration for the entire life of the standard.
6) The dry gas ethanol RMs must be blended ethanol in nitrogen gas for use with a breath alcohol testing device.
7) The dry gas ethanol RM cylinders must be aluminum, refillable cylinders designed to contain a minimum of
108 liters of gas at 1200 psi at 70º F.
a. Only proposals that specify aluminum, refillable cylinders will be considered
8) Each dry gas ethanol RM cylinder must bear a label displaying the following information at a minimum:
a. Concentration of standard expressed in g/210 L when delivered into a breath testing device at sea level
b. Lot number and tank number within the lot
c. Manufacture date
d. Expiration date
e. Identity of the preparer
f. Supplier name and address
9) Dry gas ethanol RMs must be directly traceable to NIST (National Institute of Standards and Technology), NTRM (NIST Traceable Reference Material), CRM (Certified Reference Material), RGM (Research Gas Mixture), or SRM (Standard Reference Material) calibration gases.
10) The supplier or manufacturer must provide a Certificate of Analysis with NIST Standard information and all necessary data to ensure uncertainty calculations can be accomplished. The Certificates of Analysis for each individual cylinder must be available online.
11) The supplier must replace any dry gas ethanol RM found to be contaminated or failing to meet the acceptable criteria for any concentration described in Item 4 at no cost, including delivery and return shipping costs.
12) The supplier must guarantee the refill and return of RM cylinders within three weeks of receipt.

13) To monitor stability, the supplier must have a system for retaining and periodically re-analyzing cylinders from every passivation lot. The stability data must extend back for at least 4-years and must be for the same cylinder material and valve components to be supplied.
Dry Gas Ethanol CRM Specifications
14) The supplier must supply dry gas ethanol CRMs in 150 cu. ft. cylinders for the following concentrations:
a. 0.020 g/210 L
b. 0.080 g/210 L
c. 0.150 g/210 L
15) Each dry gas ethanol CRM cylinder must bear a label displaying the following information at a minimum:
a. Concentration of standard expressed in g/210 L when delivered into a breath testing device at sea level
b. Lot number and tank number within the lot
c. Manufacture date
d. Expiration date
e. Identity of the preparer
f. Uncertainty
g. Supplier name and address
16) Dry gas ethanol CRMs must be directly traceable to NIST Traceable Reference Materials (NTRMs), Research Gas Mixtures (RGMs), or Standard Reference Materials (SRMs) calibration gases.
17) The supplier or manufacturer must provide all necessary data collected during the manufacture and verification of the dry gas ethanol CRMs (150 cu. ft.) to ensure uncertainty calculations can be accomplished.
