About this opportunity
The New Jersey Department of Transportation is soliciting proposals for Final Design and Construction Engineering Services on three separate Horizontal Curve Safety Sign Programs covering North, Central, and South regions, with proposals due September 15, 2026 at 10:00 AM. Only firms prequalified with NJDOT in Traffic Engineering (T-1 Level A), Highway Design (H-1 Level A), and Environmental Services (E-3 Level A) are eligible; firms not on the prequalified list must achieve prequalification by the closing deadline. Three Quality-Based Selections will be made, one for each project.
Project A covers Bergen, Essex, Hudson, Morris, Passaic, Union, and Warren counties in the North Region, with approximately 1,191 curve locations. Project B covers Mercer, Middlesex, Monmouth, and Somerset counties in the Central Region with approximately 579 curve locations. Project C covers Burlington, Camden, Cumberland, Gloucester, and Salem counties in the South Region with approximately 463 curve locations. The scope is limited initially to Final Design only; Construction Engineering Services will be initiated later as Extra Work at the State's discretion. Work involves installing or replacing post-mounted horizontal curve warning signs in compliance with the 2023 Manual on Uniform Traffic Control Devices (MUTCD, 11th Edition) on State-owned and maintained Interstates and Limited Access Highways, upgrading existing non-compliant signs, and recommending additional signs where safety enhancement is warranted. Construction staging and temporary traffic control measures may require lane or shoulder closures using standard NJDOT traffic control details.
The projects operate under a Cost Plus Fixed Fee structure and are funded by Federal sources through the Brooks Act procurement process. Individual firms may be selected for one, multiple, or all three projects. Joint ventures are permitted with prior approval; subconsultants must be cost-basis approved by the closing date. The last date to submit questions is September 8, 2026. The anticipated selection date is October 2026. Prior to contract execution, the selected firm must provide either a Letter of Federal Approval or Letter of Approval of EEO/AA Program from the NJDOT Division of Civil Rights. No federal Disadvantaged Business Enterprise goal applies to these projects.
