About this file
This is a Technical Proposal Solicitation (TP-851) issued by the New Jersey Department of Transportation for the Horizontal Curve Safety Sign Program across three geographic regions. The project comprises three separate initiatives: Project A covering the North Region (Bergen, Essex, Hudson, Morris, Passaic, Union, and Warren counties) with approximately 1,191 curve locations; Project B covering the Central Region (Mercer, Middlesex, Monmouth, and Somerset counties) with approximately 579 curve locations; and Project C covering the South Region (Burlington, Camden, Cumberland, Gloucester, and Salem counties) with approximately 463 curve locations. The scope of work includes final design and construction engineering services, though the initial agreement is limited to final design only, with construction engineering services to be added later at the State's discretion. The projects focus on installing or replacing post-mounted horizontal curve warning signs in compliance with the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD, 2023) on State-owned and maintained Interstates and Limited Access Highways. The solicitation opened on August 10, 2026, with a closing date of September 15, 2026, at 10:00 AM. The last date to submit questions is September 8, 2026, and the anticipated selection date is October 2026. Three Quality-Based Selections will be made, one for each project, allowing individual firms to be selected for one, multiple, or all three projects.
The projects operate under a Project Specific Agreement utilizing a Cost Plus Fixed Fee structure and are funded by Federal sources through the Brooks Act procurement process. Only firms currently prequalified with NJDOT in Traffic Engineering (T-1 Level A), Highway Design (H-1 Level A), and Environmental Services (E-3 Level A) are eligible to submit; firms not on the prequalified list must achieve prequalification by 10:00 AM on the closing date. Each firm may submit only one proposal with one set of resumes, though firms may joint venture with prior approval. Subconsultants must be cost basis approved by the closing date. There is no federal Disadvantaged Business Enterprise goal for these projects. Prior to contract execution, the selected firm must provide either a Letter of Federal Approval or Letter of Approval of EEO/AA Program from the NJDOT Division of Civil Rights. All bidders must comply with Title VI of the Civil Rights Act of 1964 and submit a Business Registration Certificate from the New Jersey Department of Treasury Division of Revenue, an Ownership Disclosure Form, and certifications regarding non-involvement in prohibited activities in Iran, Russia, and Belarus. The anticipated environmental document is a Certified Categorical Exclusion Document expected between September and December 2026.

PROJECT DESCRIPTION
Project Background:
The Bureau of Safety Improvements Programs has identified potential horizontal curves that recommend systemic signing improvements to proactively address roadway departure crashes and enhance safety for all road users.
Additionally, the project will ensure that NJ becomes compliant with the current MUTCD for horizontal curve advisory signs. The project prioritizes State owned/maintained roadways designated as Interstates and Limited Access Highways.
Purpose and Need
The purpose of the Horizontal Curve Safety Sign Program is to enhance safety for all road users along horizontal curves on State-owned/maintained Interstates and Limited Access Highways in the North Region by systematically installing missing/new signs, updating existing post-mounted roadside signs, and inventorying horizontal curve warning sign deficiencies to ensure compliance with the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD, 2023) criteria and guidelines.
Management System Input
The Management System inputs are incorporated in the Limited Scope Concept Development Checklist with appendices. As per FHWA requirements, the Concept Development Report was not prepared for Horizontal Curve Sign type project.
Environmental
The anticipated NEPA document for these projects is a Certified Categorical Exclusion Document (CCED). It is anticipated from September to December 2026. The projects are under investigation for cultural resources, land use, ecological resources, socioeconomics, and hazardous material. NJDOT has prepared an Environmental Screening Report, and the possible environmental constraint identified includes some tree trimming activities for visibility and legibility of installed signs, but a timing restriction will be implemented such that no tree trimming or removal occurs between April 1 and November 15.
Project Risks Risks associated with this project were identified, of which some are mentioned below:
• As a result of Weather, delays during construction which may occur, which would lead to schedule delays. (If construction is scheduled for one straight season).
• As a result of constrained ROW (on Ramps), which could lead to ramp closure and detour which might require state trooper.

SCOPE OF WORK
For these projects, the scope of work includes Final Design (FD) and Construction Engineering Services. However, services under the original agreement shall be limited to Final Design only, with Construction Engineering Services to be initiated at a later date as Extra Work, at the sole discretion of the State. The consultant will perform the tasks necessary for the advancement of the preliminarily preferred alternative (PPA) as established in the Concept Development phase through the completion of Final Design.
Preliminary Preferred Alternative (PPA)
The Preliminary Preferred Alternative includes the following:
• Install/replace post-mounted horizontal curve warning signs in accordance with current MUTCD guidelines.
• Upgrade existing signs within the curves that are not up to current MUTCD standards.
• Recommend additional signs, if necessary, that can enhance the safety of the curves.
• No guiderail improvements are anticipated.
• Complete Street Checklist is not anticipated as these projects have been initiated prior to the effective date of the current Complete Streets Policy update.
Construction Staging/Traffic Control
Temporary lane/shoulder closures and/or detours may be required at specific locations using the standard NJDOT traffic control details.
Community Outreach
The local official letters were sent to all relevant counties and municipalities, notifying them of the proposed work and requested their input. Further, they will be notified and updated on this work as Final Design progresses. Any major decision will be logged in the Design Communication Report.
Right-of-Way
Proposed warning sign installation work must be within NJDOT ROW. Hence, no ROW impacts are anticipated.
Utility All proposed signs will be ground mounted, standard DOT roadway signs on U-Posts that extend 3’ deep and about 5” wide. Therefore, no utility impacts are anticipated.
Environmental – Cultural Resources Due to the limited scope of work (installation/replacement of post-mounted horizontal curve warning signs within existing NJDOT ROW), minimal environmental impacts are anticipated. However, historical coordination may be required for certain sign locations that are within or adjacent to historic properties or historic districts.
Please refer to the provided link for the CD Checklist with appendices, FD Scope Statement and other supporting documents. The major tasks associated with the FD phase are summarized below:
PM 1-Step Federal 1-2026 11
• As part of the Screening Phase, Rieker CARS reports based on the 2009 MUTCD were provided, which listed recommended signs for each curve. During the initial phase, several issues were not addressed and must be taken into consideration during the sign design phase of this overall safety initiative (See the provided CARS Reports Limitations and Sign Design Considerations document).
• It is further recommended that if a curve does not need signing (either recommended or required based on MUTCD Table 2C-5) but horizontal curve warning signs exist, the signs will be replaced and the locations adjusted to conform with the 11th Edition of the MUTCD (2023) guidelines. Any advisory speed plaques at these locations will need to be either revised to conform with these guidelines or removed if not needed.
• Project Management Coordination including monthly progress reports and schedule updates
• The preliminary study did not review the existing conditions in the field; therefore, it will be necessary to conduct a field assessment during FD.
• Prepare and submit an inventory of any other deficient horizontal curve warning signs that are attached to any other structures.
• Develop base mapping (aerial photography)
• Develop final Horizontal Curve Sign Plans
• Provide an efficient Strategic Plan for construction
• Provide Detour and Construction Staging Plans
• Determine project cost including construction, and maintenance/protection of traffic
• Develop Specifications
• Prepare and submit Final Design Submission package, thereafter, resolve comments
• Finalize PS&E package
At the sole discretion of the State, perform Construction Engineering Services (develop detailed construction plans with Engineer’s estimate, Construction schedule and specification; construction staging, detour MPT plans and Transportation Management Plan).
At the sole discretion of the State, perform Construction Engineering Services to respond to RFI (Request for Information), prepare construction change of plans and review shop drawing, project construction schedule, etc.
File details come from the government source that posted it. Updated .
