About this opportunity

The Massachusetts Department of Public Health is requesting responses for a Training Program supporting the Comprehensive Sexual and Reproductive Health Program under RFR 273334, with responses due October 19, 2026. The Supplier Diversity Program (SDP) requirement mandates a minimum 1% financial commitment to partnering with Massachusetts Supplier Diversity Office–certified diverse business enterprises (MBE, WBE, VBE, SDVOBE, DOBE, LGBTBE, or recognized non-profits), with at least 25% of total available evaluation points allocated to the SDP Plan.

The scope encompasses curriculum development and delivery of training services to build capacity among healthcare providers and public health professionals in sexual and reproductive health services across Massachusetts. The vendor must develop standardized training curricula, conduct in-person and virtual training sessions, and provide educational materials and resources. Training must address the DPH Required and Recommended Training List, which covers competencies including confidentiality protocols, cultural and linguistic appropriateness (CLAS Standards and Guidelines), trauma-informed care, reproductive and racial justice, and client-centered care. The vendor must comply with all SRHP Program Standards and Logic Model outputs, including delivery of standardized protocols, community education sessions, quality assurance processes, and data reporting.

Contract performance requires compliance with Massachusetts Standard Terms and Conditions, confidentiality obligations under Fair Information Practices Act and applicable federal privacy laws, electronic funds transfer for payments, and submission of annual Supplier Diversity Program compliance reports. All subcontracted services require prior DPH approval and documentation on the Subcontractor Identification List. Contractors must maintain COMMBUYS Seller account registration and monitor the system for all amendments, addenda, and Q&A. Communications and responses must be submitted in English with costs in U.S. currency. All contract communications proceed through DocuSign. Contractor Authorized Signatory Listing forms must be completed at contract execution. The procurement is subject to Executive Orders 515 (environmental standards), 509 (nutrition standards), and 619 (single-use plastic restrictions). Responses and submissions are subject to Massachusetts Public Records Law.
