About this opportunity
The Massachusetts Department of Correction is soliciting responses from Certified PREA Auditors to conduct Prison Rape Elimination Act audits on an as-needed basis across its facilities, with responses due September 1, 2026 at 2:00 p.m. EST and written questions due July 22, 2026. Bidders must hold an active DOJ PREA Auditor Certification and possess a bachelor's degree from an accredited institution or equivalent experience.
The scope spans audit services at nine correctional facilities with occupancy levels ranging from 47 to 1,258 beds: Max Souza-Baranowski, MCI Shirley, MCI Norfolk, NCCI Gardner, Massachusetts Treatment Center, Old Colony Correctional Center, MCI Framingham, NECC @ Concord, Pondville Correctional Center, and Boston Pre-Release. Bidders must indicate facility-by-facility participation. Compensation is structured as a project-based, all-inclusive flat rate covering pre-audit, audit, post-audit reporting, and corrective action phases. All travel, lodging, and food expenses require pre-authorization and reimbursement follows U.S. General Services Administration per diem rates; alcoholic beverages are excluded from reimbursement.
The estimated annual contract value is $24,000 based on ten-year spending history, with no guarantee of purchase volumes. The contract term runs from January 1, 2027 through December 31, 2029, with two optional two-year renewal periods available. Pricing must remain firm and fixed throughout the initial term. The Commonwealth reserves the right to request audit services at facilities not identified in the solicitation if substantially similar in scope; pricing for such services must align with the submitted structure unless otherwise mutually agreed in writing.
Evaluation criteria total 250 points: contractor qualifications (50 points), comprehensiveness of project details (50 points), project timelines (50 points), references (25 points), and fiscal terms (75 points), plus up to five discretionary added-value points. A minimum score of 125 points qualifies for consideration. Bidders must pass a CORI/SORI background check, maintain three professional references with service dates and descriptions, and comply with Department of Correction security and training requirements prior to facility access. A Small Business Purchasing Program preference applies to contracts valued at or under $250,000 annually. Evaluation is anticipated in September 2026, with Best and Final Offer requests in October and award notifications in November 2026.
