About this file

This is a cost table attachment for the Massachusetts Department of Correction's PREA Audit solicitation 27-DOC-1000-PREA, establishing pricing for Certified PREA Auditor services across multiple correctional facilities. The contract encompasses audit services at nine Massachusetts correctional facilities with varying occupancy levels: Max Souza-Baranowski (1,258 occupants), MCI Shirley (1,069 occupants), MCI Norfolk (1,103 occupants), NCCI Gardner (712 occupants), Massachusetts Treatment Center (551 occupants), Old Colony Correctional Center (532 occupants), MCI Framingham (242 occupants), NECC @ Concord (139 occupants), Pondville Correctional Center (139 occupants), and Boston Pre-Release (47 occupants). The contract period runs from January 1, 2027 through December 31, 2029, with pricing established as firm and fixed throughout this term. Bidders must indicate whether they are bidding on each facility by responding "yes" or "no" for each location.

Pricing will remain firm and fixed from January 1, 2027 through December 31, 2029, with bidders having the opportunity to update pricing during subsequent renewal periods. All travel, lodging, food, and similar expenses must be preauthorized in writing by the appropriate Department designee prior to service delivery, with reimbursement rates based on U.S. General Services Administration per diem rates and alcoholic beverages explicitly excluded from reimbursement. Contractors must submit copies of all travel, lodging, and food receipts with invoices. During the contract term, the Department and authorized Eligible Entities may request audit services at facilities not specifically identified in the solicitation if such services are substantially similar in nature to the described scope; additional audit services will require a scope of services and pricing consistent with the submitted pricing structure, with services falling outside the established structure subject to mutual written agreement.
