Summary

This is a Request for Response (RFR) issued by the Massachusetts Department of Correction to solicit certified Prison Rape Elimination Act (PREA) Auditors to conduct PREA audits on an as-needed basis across the Department's 13 correctional facilities. The Department seeks to establish and maintain a rolling enrollment contract with multiple pre-qualified contractors, with services available for use by the Massachusetts Department of Correction, Massachusetts County Sheriffs, and agencies under the Executive Office of Public Safety and Security. The RFR encompasses audits of maximum, medium, and minimum/pre-release facilities with operational capacities ranging from zero to 1,444 beds across institutions including MCI Souza-Baranowski, MCI Framingham, MCI Norfolk, MCI Shirley, NCCI Gardner, Old Colony Correctional Center, Boston Pre-Release, NECC @ Concord, Pondville Correctional Center, and Massachusetts Treatment Center. The deadline for initial bid responses is September 1st, 2026 at 2:00 PM EST, with written questions due by July 22nd, 2026. The Department will conduct evaluations in September 2026, extend Best and Final Offer requests in October 2026, notify successful bidders in November 2026, and execute contracts with an estimated start date of January 1st, 2027. The contract has an initial duration of up to two years with two optional two-year renewal periods, providing a maximum total contract duration of six years.

Compensation is structured as a project-based, all-inclusive flat rate covering pre-audit, audit, post-audit reporting, and corrective action phases for each facility audit, with the contractor required to provide detailed cost tables and budget narratives explaining hourly rates and fee structures. The estimated annual value is $24,000 based on the last ten years of spending history; however, the Commonwealth makes no guarantee regarding actual purchase volumes. Bidders must score a minimum of 125 points to be considered for award, with evaluation based on contractor qualifications (50 points), comprehensiveness of project details (50 points), project timelines (50 points), references (25 points), and fiscal terms/cost (75 points), for a total of 250 points, with up to five discretionary added-value points available. Eligible bidders must hold an active DOJ PREA Auditor Certification, possess a bachelor's degree from an accredited institution or equivalent experience, pass a CORI/SORI background check, maintain three professional references, have significant experience in auditing or quality assurance, and comply with all DOC security and training requirements prior to facility access. All travel, lodging, and food expenses require pre-authorization and reimbursement is based on U.S. General Services Administration per diem rates; alcoholic beverages are not reimbursable.

The selected Contractor(s) shall conduct PREA audits according to the standards established by the DOJ PREA Resource Center and the PREA Audit Instrument. These audits are essential to ensuring the DOC’s continued compliance with the Prison Rape Elimination Act of 2003 (PREA), Pub. L. No. 108-79, codified at 42 U.S.C. §15601 et seq.

Background - Massachusetts Department of Correction

Individuals in 13 correctional Facilities ranging in security levels to include maximum, medium and minimum / prerelease. All Facilities are accredited by the American Correctional Association (ACA).

(as defined by DOJ PREA standards).

• Two references from professionals in the field related to a relevant set of standards. Individual applicants who work for a state-level auditing or compliance entity (e.g., an employee of a state inspector general’s office), and PREA Coordinators, may submit the endorsement of their employing entity as a substitute for references.
