About this opportunity
The California Department of Veterans Affairs is seeking qualified contractors to provide Kitchen Hood Fire Suppression Services at the Veterans Home of California at Yountville under solicitation 26YS0027. The procurement encompasses semi-annual inspections, function testing, repairs, and certification services for nine kitchen hood fire suppression systems, including two Gaylord Quencher Water Suppression Systems and six Ansul R-102 UL-300 Restaurant Fire Suppression Systems, scheduled for October and April over a three-year contract period from July 1, 2026, through June 30, 2029. Contractors must possess a California Contractors State License Board C-16 Fire Protection Contractor License, be factory-trained on specified equipment, maintain NICET Level IV certification on staff, and comply with California Administrative Code Title 19, California Fire Code, and NFPA standards 12A, 13, 25, 72, 96, and 201. Services must be performed after standard business hours (beginning at 7:00 p.m., Monday through Friday), with emergency repair services available within two hours of notification and non-emergency incidental repairs within 24 hours. The contractor shall provide all replacement parts up to $500 per non-accumulative repair at no cost to the State, with parts exceeding $500 requiring written estimate and approval, plus a parts allowance for the life of the contract and provisions for cleaning agents and chemical supplies. The solicitation requires submission of completed bid rate sheets with hourly rates for emergency and non-emergency repairs, per-service rates for semi-annual inspections and certifications, and per-drum rates for required chemical supplies, with the basis of award determined by the lowest responsive bid calculated as the sum of all line items. Written questions must be submitted by April 27, 2026 at 2:00 p.m., with responses posted by April 28, 2026 at 5:00 p.m., and bids must be submitted via email by May 5, 2026 at 5:00 p.m., with a public bid opening scheduled for May 3, 2026 at 10:00 a.m. and proposed award date of May 8, 2026.
While the solicitation does not mandate a Disabled Veteran Business Enterprise (DVBE) participation goal, DVBE participation is encouraged and a DVBE incentive program applies, offering bid adjustments ranging from one to five percent depending on confirmed DVBE participation levels, with a maximum preference of five percent for certified Small Business Enterprises or Micro Business Enterprises capped at $50,000. All certified Small Businesses (SB), Micro Businesses (MB), and Disabled Veteran Business Enterprises (DVBE) performing any element of work must complete and submit a Commercially Useful Function (CUF) Certification Form CV 012, certifying their ability to execute a distinct element of work, carry out obligations through actual performance, management, or supervision, and perform work normal to their business functions without excessive subcontracting beyond normal industry practices. Contractors must comply with prevailing wage requirements per California Labor Code Section 1770, maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability, adhere to HIPAA privacy standards, and submit all required documentation including proof of California business licensing, valid certificates of insurance, Payee Data Records (STD 204), Bidder Declarations, Contractor Certification Clauses, and Darfur Contracting Act certifications. No specific incumbent vendor or set funding amount is identified in the solicitation; however, the contract includes a $15,000 parts allowance over the three-year term, and upon contract completion, prime contractors must submit a Prime Contractor's Certification - DVBE Subcontracting Report (STD 817), with $10,000 withheld from final payment until the report is received and verified. The State reserves termination rights with 30 days' written notice, maintains audit rights for three years following final payment, and reserves the right to reject any and all bids, with contract award contingent upon meeting all licensing and certification requirements at the time of bid opening.
