About this opportunity
Marion County, Florida is requesting qualifications for a Construction Manager at Risk (CMaR) to oversee design and construction of three to four new fire stations under RFQ 26Q-105, with proposals due August 5, 2026. No set-aside or preference program restricts eligibility; however, firm location is a 5% scoring factor—Marion County firms receive 5 points, bordering-county firms receive 3 points, elsewhere-in-Florida firms receive 2 points, and out-of-state firms receive 0 points.
The scope covers preconstruction and construction management for Fire Stations 24 (Marion Oaks), 9 (Orange Lake), 17 (Silver Springs Shores), and an On Top of The World location. The CMaR will provide design and cost verification, constructability review, schedule development, value engineering, Guaranteed Maximum Price (GMP) development, subcontractor bidding and management, construction administration, testing and inspection coordination, budget control, weekly progress reporting, closeout documentation, and warranty inspections. All work must comply with current building codes, Marion County Facilities Standards for Construction, and OSHA requirements. The selected CMaR is accountable for completing all project aspects on time and on or below the proposed GMP budget.
Phase 1 evaluation weighs Company/Firm Qualifications and Capabilities (20%), Client References and Experience for Similar Projects—requiring a minimum of three favorable reference letters from the past three years demonstrating work for similarly sized agencies (20%)—Scheduling and Cost Control methods (15%), Completeness of Response (10%), and Firm Location (5%). Short-listed firms advance to Phase 2 oral presentations within two weeks following Phase 1 evaluation; Phase 1 scoring does not carry forward except location points, and short-listed firms receive new evaluation criteria in writing.
Submissions are made through the Marion County Bonfire platform (https://marionfl.bonfirehub.com), with required forms including Conflict of Interest Statement, Disclosure of Subcontractors and Suppliers, and Vendor Information Form. Contractors must carry workers' compensation (statutory Florida limits), commercial general liability ($1 million per occurrence / $2 million products and completed operations), and business automobile liability ($500,000 combined single limit), with Marion County named as additional insured. Payment terms default to NET 45 DAYS. No incumbent is identified.
