About this opportunity
The Colorado Department of Administration, State Purchasing and Contracts Office is soliciting responses for a State Price Agreement to supply approximately 545 total vehicles and approximately 151 patrol vehicles, model year 2027 or newer, with responses due August 3, 2026 at 9:00 a.m. Mountain Time and public opening at 9:30 a.m. the same day. The agreement is a cooperative purchasing vehicle available to State agencies, institutions of higher education, political subdivisions, and authorized entities across Colorado and Denver County / Denver City.
Vendors may respond to one or more vehicle body codes including sedans, vans, pickup trucks, sport utility vehicles, and specialty vehicles such as police patrol vehicles, ambulances, and fire trucks. All vehicles must be 2027 or newer model year with base prices not exceeding Manufacturer's Suggested Retail Price, factory-installed and OEM-certified options only, current federal emission standards compliance, and a non-negotiable minimum three-year or 36,000-mile bumper-to-bumper warranty. Delivery is FOB destination with freight included for the seven-county Metropolitan Denver area; deliveries outside this area require pre-negotiated freight. All vehicles must be delivered complete with manufacturer standard equipment and required documentation including certificates of origin and owner's manuals by September 30, 2027.
Pricing evaluation criteria include ability to meet standard specifications, standard vehicle base price, eight-year fuel cost estimates using EPA ratings, obtainability and pricing of optional features, and willingness to meet contract terms and conditions. The contract term is estimated at one year with one optional one-year extension subject to State approval and amendment by the State Controller. Awards are expected between September and December 2026, with a desired contract start date between September 2026 and January 2027. The State reserves the right to award to multiple vendors, conduct negotiations, request best and final offers, and cancel awards if deemed in the State's best interest. Written inquiries were due July 20, 2026. A pre-response conference was held May 20, 2026. The bid template (Revision 5) and model contract affirmation are required submissions.
