About this file

This is a Question and Answer document for ITN-SPCO-AR-27-01, a Colorado state procurement for 2027 or newer vehicles. The document addresses technical and procedural questions submitted by potential bidders regarding the bid submission process and requirements. Key clarifications include resolution of password access issues with the Excel bid template, explanation of the split-screen functionality in Exhibit 5 that maintains vehicle type information while allowing data entry across multiple columns, and removal of obsolete optional specifications (#670 and #673) that referenced non-existent exhibits. The document provides guidance on submitting multiple bids for vehicles within the same body type category by duplicating applicable sheets, which automatically generates incremental numbering. Additional clarifications direct bidders to relevant contract documents for insurance requirements and information on accepting alternate terms and conditions.

The document references multiple supporting materials including a sample model contract, a bid template review webinar, and revised versions of the bid template (Revisions 1, 4, and 5) to address identified issues. No specific pricing information, quantities, response deadlines, award dates, or contract terms are detailed in this Q&A document. The clarifications are technical in nature, focused on ensuring bidders can properly navigate and complete the bid submission process using the provided Excel template and associated documentation.

Question and Answer

ITN-SPCO-AR-27-01

ITN 2027000001

1. Question – Some downloads of “Exhibit 5 – Colorado FY27 Vehicle Bid Template.xlsm” have prompted users for a Password.

Answer – The permissions have been updated to allow anyone with the link viewer access.

2. Question – Some could be experiencing an issue with Exhibit 5. Each time the sheet is downloaded, two different tabs populate. Even when deleting and reuploading the sheet multiple times, the issue persists.

As shown in the screenshot below, there are two scrollers and the entered text is being duplicated.

Answer – The screen is purposely split so that the type of vehicle the user is working with (columns N-P) remain on the left as they work through the remaining columns. Although it appears that the rows are duplicated, there is only one set of rows. Explain this to the user and reaffirm that if they enter information on Row 2 (see first screenshot below), the information is only captured once on Row 2. If the user prefers to remove the split view, they can navigate to the View Menu option then click on Split to remove it (steps provided in the second screenshot below). I have made note of this to clarify this in the instructions for the next bid.

Image showing that although the rows appear to be duplicated, the view is simply split as there is only 1 Row 2:

3.Question- On the PE category it asks on line 670 & 673 “SEE EXHIBIT A & SEE EXHIBIT B”----But there is no package listed for them in the vehicle packages area Answer- Please disregard optional specification #670 "SEE EXHIBIT A" listed under Body Type Codes D5 and PE and the optional specification #673 "SEE EXHIBIT B" listed under Body Type Code PE. These codes are used for internal processing and should have been removed from the BID Template before it was posted. Find Revision 1 posted now.

4.Question-On the F1 or any other body type how is a response completed for two vehicles in the same body type?

Answer-To submit additional bids for any Body Type(s), please duplicate the applicable Body Type sheet. The newly created tab will be named the same as the original tab with an incremental number next to it in parentheses: I.E. When making a copy of Body Type “A1” the new tab will automatically be named “A1(2)”. To view an example of how to duplicate a tab, please refer to the “Exhibit 4-Colorado BID Template Review Webinar.mp4” (17:20).

5.Question-Question on the Insurance requirements.

Answer-For information related to the insurance requirements read Section 12. Insurance in “Exhibit 1 Sample Model Contract.docx”.

6.Question- Question related to acceptance of alternate terms and conditions.

Answer- Please see Section 4. Vendor Response K. Modifications to State Contract for instructions in “ITN-SPCO-AR-27-01 2027 or Newer VehiclesRev1.docx”.

7. Several questions answered on vehicle details. Shown in “Colorado FY27 Vehicle BID Template Revision 4”

8. Question on P4 Category on BID Template. Please find Colorado FY27 Vehicle BID Template Revision 5.xlsm attached.
