About this opportunity
The Colorado Department of Administration, State Purchasing and Contracts Office is soliciting responses via Invitation to Negotiate (ITN-SPCO-AR-27-01) to establish statewide price agreements for 2027 model year or newer fleet vehicles across multiple body codes, with written inquiries due July 20, 2026 and responses due August 3, 2026 at 9:00 AM Mountain Time.
Vendors may respond on one or more vehicle categories. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) are encouraged to respond, with a statewide goal of three percent of all contracts by dollar value. Colorado resident vendors receive a preference equal to the preference given in the vendor's home state.
The scope encompasses sedans, sport utility vehicles, pickups, vans, trucks, buses, and specialized equipment. All vehicles must meet standard specifications as determined by Kelly Black Book or similar sources, comply with current federal emission standards, and include a minimum three-year or 36,000-mile warranty (non-negotiable). Vehicles must be delivered in "make ready" condition. The bid template requires standard vehicle base pricing not to exceed Manufacturer's Suggested Retail Price, with separate itemization of optional features including alternative fuel packages, advanced safety features, and specialized equipment. Bidders must complete the Colorado FY27 Vehicle BID Template (Exhibit 5) in Excel format and submit pricing using EPA fuel economy ratings for eight-year fuel cost estimation.
Most vehicles are requested for delivery by September 30, 2026, though the State will not accept delivery prior to March 1, 2027, except for public safety and patrol vehicles. The estimated contract performance period is one year with one optional one-year extension. The contract includes a 1% quarterly administration fee on total sales and requires contractors to maintain $1 million combined single-limit automobile liability coverage and designate a primary point of contact and quarterly volume reporting lead.
Evaluation criteria include vendor's ability to meet standard specifications, standard vehicle base price, eight-year fuel cost estimates, availability and pricing of optional features, and willingness to accept the model contract terms. The State will evaluate responses, determine a competitive range, and negotiate with selected vendors. The State reserves the right to award to multiple vendors and separate awards if determined in the State's best interest. The resulting price agreements will be available for use by Colorado state agencies, institutions of higher education, political subdivisions including school districts, and eligible non-profit organizations for cooperative purchasing. Public opening of responses is scheduled for August 3, 2026 at 9:30 AM, with anticipated award determination September through December 2026 and desired contract start date September 2026 through January 2027.
