About this file

This document is instructions for submitting bids on the Colorado FY27 Vehicle BID template, which is part of Colorado's procurement process for 2027 or newer vehicles. Bidders are required to complete their responses in the Excel workbook file designated as Exhibit 5-Colorado FY27 Vehicle BID Template.xlsm. The instructions direct bidders to review supplementary materials including a video on bypassing security warnings and a webinar on template functionality before beginning the bidding process. Bidders may add OEM specifications not already listed on each Body Type tab and should submit additional vehicle information, such as available colors, simultaneously with the completed workbook. The document specifies that all required fields must be completed across all applicable tabs based on bidder selections, with a legend provided in the instructions tab to identify mandatory fields. Optional information may be submitted in the Bidder Notes tab if the bidder wishes to include data not covered elsewhere in the template.

The instructions address technical requirements for file preparation, including steps to enable macros and bypass security warnings that may appear when downloading the Excel workbook. Bidders must unblock the file through Windows File Explorer properties settings and enable editing when prompted to ensure the workbook functions properly. Documentation accompanying the bid submission must clearly identify the applicable Body Type(s) for each piece of information provided. The instructions emphasize the importance of reviewing the template webinar and detailed guidance within the workbook, identified by light gray tabs, to ensure accurate and complete bid submission.

Exhibit 4-Instructions to use Colorado FY27 Vehicle BID Information

Please read through the following information to ensure that your submitted responses are complete. The file has been made as accessible as possible. Alternatively, you can print the Body Type Code and Vehicle Package sheets from Excel and submit them separately. Please let us know if you require a different format.

● Bid Responses are to be entered in the Excel workbook, Exhibit 5-Colorado FY27 Vehicle BID template.xlsm.

● Refer to the Exhibit 4-Bypassing Security Warning Messages video (also included in Exhibit 4) to prepare your downloaded workbook for use (instructions can also be found later in this document).

● The Exhibit 4-Colorado BID Template Review Webinar (included in Exhibit 4) provides an in-depth review of the template’s functionality. We highly recommend that you review the webinar before you begin the bidding process (detailed instructions are also included in the workbook, identified as light gray tabs, for reference).

● Use the legend that is listed in the instructions tab to identify the required fields on each tab.

● Each Body Type tab allows the end user to add OEM specifications not already listed (scroll to the end of the list).

● Any other vehicle information that you would like to submit, including available Vehicle Colors, should be submitted at the same time as the completed workbook. Provide your documentation with the necessary information, ensuring that the applicable Body Type(s) for which the information applies are clearly identified in every document (refer to the Body Types tab in the workbook for a complete list).

● The Bidder Notes tab provides a space for the end user to include any information that may have been missed or overlooked in the template for which the dealer does not have existing documentation. This tab is optional; if you choose to include information on this tab, be sure to identify the Body Type for which the information applies.

● Before you submit your completed file, be sure that all of the required information has been added to all open tabs in the file (these will change based on your selections).
