About this opportunity

The City of West Sacramento is soliciting proposals for the 2026 Pavement Rehabilitation Project, a comprehensive roadway improvement initiative targeting specific street segments within Yolo County, California. The procurement seeks qualified design consultants to implement a pavement rehabilitation and reconstruction program aimed at restoring roadway integrity, extending pavement life, and improving safety. Proposers will be responsible for determining appropriate pavement treatment options for 10 identified street segments, developing detailed plans, specifications, and estimates (PS&E), and supporting various project phases including environmental documentation, surveying, utility coordination, and design support during construction. The evaluation will be based on five key criteria: Proposal Transmittal Letter (15 points), Proposer Qualifications and Experience (20 points), Proven Ability (30 points), Technical Approach (30 points), and Acceptance of City's Standard Contract (5 points). The Request for Proposals (RFP) #25-087-RFP was released on October 13, 2025, with proposals due by November 3, 2025, at 2:00 pm. A non-mandatory pre-proposal meeting is scheduled for October 21, 2025, at 11:00 am via Microsoft Teams.

The project is locally funded through Measure O and does not appear to have specific set-aside designations for disadvantaged enterprises. The contract term is three years, with the option to extend for up to two additional one-year terms, potentially making the total contract duration five years. Extensive insurance requirements are mandated, including Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability (Errors & Omissions) of $1,000,000 per claim. While no incumbent vendors are explicitly mentioned, the project will utilize a Roadway Prioritization Matrix to evaluate and score roadway segments for treatment. The project covers approximately 132,931 square yards of roadways, with street segments ranging from 5,333 to 20,692 square yards and having a Pavement Condition Index (PCI) between 35 and 51. Though a specific budget is not disclosed, the comprehensive nature of the project and the detailed insurance and contractual requirements suggest a significant investment in urban infrastructure improvement.
