About this opportunity

The Town of Southington Highway/Parks Department in Connecticut is requesting sealed bids for temporary labor services and Vac-All equipment rental for the 2026 Fall Leaf Pickup project, with bids due October 5, 2026 at 10:00 a.m. at the Office of the Town Manager, 75 Main Street, Southington. Work will commence on or about November 2, 2026 and continue through completion, with potential spring 2027 extension if winter weather suspends operations.

The temporary labor scope requires provision of between 5 and 15 general laborers (with 48-hour staffing adjustment flexibility) for curbside leaf raking during a five-week period. Work hours are Monday through Friday 7:00 a.m. to 3:00 p.m. or 5:00 p.m. as necessary, with periodic Saturday shifts 7:00 a.m. to 3:00 p.m. All work is based at Della Bitta Drive, Plantsville. Bidders must provide worker transportation where necessary, cover all employment taxes and workers' compensation insurance, conduct drug testing and Connecticut state background checks, and implement current COVID-19 protocols. The Town reserves the right to replace any worker deemed unsatisfactory by the following business day.

The Vac-All equipment specification requires a 16 cubic yard capacity tandem axle unit in good operating condition, equipped with amber strobe lights (front and rear) and 12-inch diameter leaf pickup tubes (driver's side rear). Bidders may submit separate bids for equipment rental without operator or with qualified, licensed operator services included. Equipment must pass inspection with the Highway/Parks Assistant Superintendent no later than one week prior to work start. Bidders assume fuel costs and must provide a Certificate of Insurance naming the Town as second insured, with minimum limits of $1 million general liability, $1 million automobile liability, and Connecticut statutory workers' compensation coverage. Hourly rates must reflect stated work hours with no overtime charges; no payment is made for breaks or downtime from mechanical failure.

Specifications are available at the Highway/Parks Department Garage, 1 Della Bitta Drive, Monday through Friday 7:00 a.m. to 3:00 p.m. Contact: David A. Lapreay, Superintendent of Highway, Parks & Recreation.
