About this opportunity

The New York State Office for People with Developmental Disabilities (OPWDD) is soliciting sealed bids for tank pumping services at the Taconic DDSOO Campus located in Wassaic, Dutchess County. The procurement opportunity involves comprehensive wastewater treatment services, specifically focused on pumping and removing approximately 20,000 gallons daily from a 30-foot-deep Imhoff tank. The contractor must utilize pump trucks capable of accessing the site through a restricted railroad trestle and potentially transfer loads to a larger storage truck. Key deliverables include daily tank pumping, immediate notification and cleanup of any spillage, and adherence to New York State building codes, DEC, DOH, and OSHA regulations. Bidders are required to submit three work references demonstrating at least three years of relevant experience and must complete a mandatory site visit to understand existing operational conditions. The bid will be evaluated based on the lowest Estimated Annual Cost, with work to be performed between 8:00 am and 3:30 pm, Monday through Friday, with potential weekend expansion if necessary. The bid was posted on April 27, 2022, with responses due by May 26, 2022, at 3:00 PM, and the contract term is set for five years.

The contract includes specific minority and disadvantaged business enterprise goals, with a 17% Minority Owned Sub-Contracting goal, 13% Women Owned Sub-Contracting goal, and 6% Service-Disabled Veteran-Owned Business Contracting goal. No Service-Disabled Veteran-Owned Business set-aside is specified. The incumbent vendor, Fred A. Cook, Jr., Inc., previously held a contract at $0.19 per gallon for the period of 7/15/2021 - 7/14/2022. In the most recent bid results, Fred A. Cook, Jr., Inc. submitted the lowest bid at $0.224 per gallon, resulting in an estimated annual cost of $1,164,800. Prevailing wage regulations will apply to the contract, and contractors must comply with workforce diversity requirements, potentially working with the MWBE Unit to establish contract goals ranging from 0% to 30%. Bidders must submit a Vendor Responsibility Questionnaire and demonstrate financial stability, relevant experience, and appropriate insurance coverages. The contract will be awarded to a responsible and responsive bidder based on the lowest estimated annual cost, with OPWDD reserving the right to reject any or all offers.

Opportunity text

OPWDD's Contract Management Unit for Taconic DDSOO is soliciting sealed bids from responsible and qualified contractors to perform Tank Pumping Services at the Campus located at 26 Center Circle, Wassaic in Dutchess County.

The scope of work includes, but is not limited to tank pumping service on an on-going basis for hold and haul operation of the primary Imhoff tank. This tank is 30' deep, and a hose and pump system compatible with emptying a tank of this depth will be required. Estimated daily need for pumping is 20,000 gallons. This is only an estimate based on current Wastewater Treatment Plant output. Actual gallons needed to be pumped daily may fluctuate.

Access to the Wastewater Treatment Plant is limited by a railroad trestle. Contractor must use a pump truck that will be able to access the location. The pumped load must then be transferred to a larger storage tank truck which the contractor must provide. This will be needed to ensure that the contractor can meet the requirement of pumping 20,000 gallons per day unless the contractor can ensure they can handle the capacity without the need for the larger pump truck. A listing of trucks and/or equipment to be used performing services may be requested by Taconic DDSOO.

Any spillage that may occur while providing these services is the sole responsibility of the Contractor. If spillage occurs, the Contractor must immediately notify the Plant Superintendent or designee. The Contractor must immediately clean all spillage while adhering to NYS DEC and DOH regulations.

Work performed will meet all New York State building codes, as well as NYS DEC, NYS or County DOH, and OSHA Regulations, as applicable.

The contractor must visit the site and satisfy themselves as to the existing conditions under which they are to operate or that in any way affects the work. No allowance will be made for corrective work for claims based on lack of knowledge of these conditions.

Work is to be done between the hours of 8:00 am and 3:30 pm, Monday through Friday. Taconic DDSOO reserves to right to increase the pumping schedule to include weekends if deemed necessary to maintain tank levels.

References, experience, financial resources, and applicable insurances are required.

All bidders must submit at least three (3) work references that will verify that the bidder or its principals have at least three (3) years of relevant experience to complete the work as listed in Qualifications and Scope of Work.

Contract will be awarded to the responsible and responsive bidder that provides the lowest Estimated Annual Cost.

Prevailing Wage will apply.
