About this opportunity
Georgia Institute of Technology's Planning, Design & Construction unit is soliciting Statements of Qualifications from construction management/general contractor firms for CM/GC services on the Chilled Water Distribution Replacement project (Project No. 0269-2023, Bid-Contract No. 2000-27) located on the Georgia Tech campus in Atlanta, with qualifications due July 29, 2026. This is a two-step procurement: Step 1 (Statements of Qualifications) determines shortlist eligibility; Step 2 (interviews and fee proposals) is limited to qualified respondents.
The project involves replacement of chilled water distribution infrastructure between Klaus Building and the College of Computing on the Atlanta campus. Scope encompasses construction management services with detailed overhead cost tracking across site supervision and management, site office expense, safety and security, cleaning, general equipment, bonds and insurance, and miscellaneous categories. Respondents must submit preconstruction costs and expenses, construction overhead cost breakdowns, and CM/GC fee proposals using specified exhibits and cost matrices.
The project carries a Guaranteed Maximum Price of $46 million, with a projected CM/GC fee of $1.231 million. The fee proposal structure separates preconstruction fees, preconstruction costs and expenses (with maximum thresholds), construction fees, and construction overhead costs, all as fixed compensation for services contingent upon performance of contract requirements.
Proposers must execute a Board of Regents Contractor Affidavit certifying E-Verify enrollment and federal work authorization compliance, with subcontractor commitments to the same standard. A Proposer's Disclosure Statement addressing prior business transactions, gifts or hospitality, and actual or potential conflicts of interest is required. All proposals must include certification forms and undergo disclosure review to maintain transparency and avoid conflicts of interest as required by Board of Regents policy and Georgia Executive Orders. A complete CM-RFQP package with detailed evaluation criteria, submission requirements, and contract terms is available in the solicitation documents.
