About this opportunity
The Michigan Department of Technology, Management and Budget is seeking bids on the replacement of protective relaying equipment at the DTMB Energy Center in Dimondale, Michigan under File No. 171/25474.KMM; however, this bid has been cancelled effective September 3, 2026 per Addendum 1, and no procurement is currently active.
The source materials describe the project scope prior to cancellation: removal of existing protective relaying on medium-voltage switchgear equipment, furnishing and installation of new protective relaying with engineer-supplied settings, functional testing, and removal of obsolete equipment according to specified schematics and switching orders at 7432 Parsons Drive, Dimondale, Michigan.
A Service-Disabled Veteran-Owned Business (SDVOB) preference of 10% applies to Michigan state contracts where the bidder qualifies—defined as 51 percent or more ownership by one or more veterans with service-connected disability. Eligible SDVOBs must submit proof of service (DD214), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership; alternatively, NVBDC certification satisfies the requirement. The state does not recognize federal CVE database or SBA VetCert certifications.
The contract term was 240 calendar days from Notice-to-Proceed with liquidated damages of $1,000 per calendar day for delays beyond substantial completion. A 5% bid guarantee was required, with performance and payment bonds mandated for bids exceeding $50,000. Prevailing wage requirements under Michigan law (2023 PA 10, MCL 408.1101 et seq.) applied. State Project Registration was required for the contractor and subcontractors. Minimum commercial general liability of $1 million per occurrence and builder's risk insurance at 100% replacement cost were mandatory.
The pre-bid conference and mandatory site walk-through scheduled for September 16, 2026 at 10:00 a.m. ET and the October 7, 2026 at 2:00 p.m. ET bid deadline no longer apply due to cancellation.
