About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is soliciting bids for replacement of protective relaying on medium voltage switchgear at the DTMB Energy Center in Dimondale, Michigan, under file number 171/25474.KMM, with bids due August 26, 2026 at 2:00 p.m. Eastern Time. A mandatory pre-bid conference and site walk-through was held August 5, 2026 at 10:00 a.m. Eastern Time at 7432 Parsons Drive, Dimondale. A 10% Service-Disabled Veteran-Owned Business (SDVOB) preference applies under Public Act 91 of 2005; eligible bidders must submit DD214 or equivalent proof of service and service-connected disability, and proof of 51% or greater business ownership by a qualified service-disabled veteran. The state does not pre-certify SDVOB businesses and does not accept federal CVE or SBA VetCert certification.
The scope includes removal of existing relaying, furnishing and installation of new protective relaying and test switches, application of engineer-supplied settings, and functional testing according to provided schematics and switching orders. The firm must be NETA accredited before work commences; the on-site team leader must hold at least a Level 3 Certified Technician certification; and all workers must be directly employed by the accredited firm. Proof of firm and team-leader accreditation is required as a contract condition. Addendum 2, issued August 12, clarifies that NETA accreditation and Level 3 certification need not be in place at bid submission but must be held before work begins. Bidders must acknowledge receipt of both addenda in their bid submission or face rejection.
The contract term is 240 calendar days from Notice-to-Proceed with a $50,000 allowance included in the base bid. Liquidated damages are $1,000 per calendar day for delays. A 5% bid security is required; performance and payment bonds are required for any contract exceeding $50,000. Prevailing wage and state project registration under 2023 PA 10 apply. Asbestos abatement attestation under PA 59 of 2024 is required. Questions must be submitted to Glenn Keates, PE at CTC Engineering, LLC no later than August 12, 2026 at 2:00 p.m. Eastern Time. Bids are submitted electronically through SIGMA VSS with a maximum of two attachments per 25 MB.
