About this file
This is Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design & Construction Division for the Energy Center Replace SWG Relays project (File Number 171/25474.KMM). The addendum addresses clarifications regarding staffing certification requirements for the project. The bid opening date was August 26, 2026, and the addendum was issued on August 12, 2026 by CTC Engineering, LLC, with Project Director Kurt Maiberger overseeing the work.
The addendum clarifies that while NETA (InterNational Electrical Testing Association) accreditation and Level 3 Certified Technician certification must be in place before work commences, these certifications do not need to be held at the time of bid submission. The addendum specifies that firms must be NETA accredited, the on-site team leader must hold at least a Level 3 Certified Technician certification, and all workers must be directly employed by the accredited firm by the time actual work begins. Proof of accreditation for both the firm and team leader is required as a contract condition. Bidders are required to acknowledge receipt of this addendum in their bid submission; failure to do so may result in bid rejection. The addendum becomes part of the contract documents and was approved by Project Director Kurt Maiberger on August 12, 2026.

Please note the following RFI answers:
Q1) Regarding the NETA Level 3 certification, our electricians are in the process of getting certified. If we don’t have this certification at bid time but have it by the time the installation starts, is that okay? I have a NETA testing partner that I can use and can include at bid time for the Level 3 certification also.
A1) Reference is made to Section 26 1000-1, in the third paragraph under the heading of CHARACTER OF WORK, which reads:
“Due to the character of the work, only NETA (InterNational Electrical Testing Association) accredited firms shall be considered for this project. During the execution of this work, the “on-site” team leader shall not be less than a Level 3 Certified Technician and all workers on the project shall be directly employed by the accredited firm. Proof of accreditation shall be provided by the firm and the team leader as a requirement for this Contract.”
With specific reference to the question, if the firm is NETA is accredited, the team leader is not less than a Level 3 Certified Technician, and the workers are directly employed by the accredited firm by the time the actual work commences, then this would be acceptable.
