About this opportunity
The City of Lansing, Michigan is requesting sealed bids for complete replacement of the fire alarm system at the Lansing Joint Operations Center, 615 W Allegan Street, with bids due August 26, 2026.
A Service Disabled Veteran Owned Business (SDVOB) preference providing a 10% pricing advantage applies to bidders owned 51% or more by service-disabled veterans. Eligible applicants must submit proof of service and discharge status via DD214 or equivalent, proof of service-connected disability through DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents; alternatively, National Veterans Business Development Council (NVBDC) certification satisfies verification requirements. The state does not pre-certify SDVOB businesses and does not recognize federal CVE database or SBA VetCert certifications.
The scope encompasses removal and replacement of all fire alarm infrastructure including control panels, remote annunciator panels, fire alarm interactive graphic display, monitoring modules, audio and power supplies, notification appliances (horns, strobes, speakers), and initiating devices (smoke detectors, heat detectors, manual pull stations) across basement, first floor, and second floor. The base bid requires THHN wire installed in minimum 3/4-inch EMT conduit painted red; Deduct Alternate #1 permits open fire alarm cable with hangers and supports in lieu of conduit. The new system must be certified by a NICET Level 2 fire alarm supplier and comply with National Electrical Code Article 760 and NFPA 72. The contractor must submit shop drawings, wiring diagrams, and battery calculations for engineer and Authority Having Jurisdiction approval prior to installation; salvage and inventory all existing equipment; patch, paint, and repair removal sites; coordinate integration with existing security panel for door control; train the owner on system operation; and provide operation and maintenance manuals and as-built drawings. The facility is fully sprinklered. The electrical engineer is Matrix Consulting Engineers, Inc. A site visit is available for prospective bidders prior to bid submission. The contract will be awarded to the lowest responsive and responsible bidder.
