About this file

This is an informational document from the State of Michigan's Department of Technology, Management and Budget (DTMB) outlining the Service Disabled Veteran Owned Business (SDVOB) preference program applicable to state contracts, including the Lansing JOC Fire Alarm Replacement project in Michigan. The document details the SDVOB preference eligibility requirements and claims process, with no specific project timelines, quantities, or meeting dates provided in this reference material.

The SDVOB preference provides a 10% pricing advantage to qualified businesses owned 51% or more by service-disabled veterans when bidding on State of Michigan contracts. To claim this preference, bidders must submit proof of service and discharge status via DD214 or equivalent documentation, proof of service-connected disability through either a DD214 or VA Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, National Veterans Business Development Council (NVBDC) certification is accepted as verification of eligibility under specified conditions. The state does not pre-certify SDVOB businesses and does not recognize federal CVE database or SBA VetCert certifications. Service-connected disability is defined as disabilities incurred or aggravated during active military service as outlined in 38 USC 101(16).

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
