The scope includes motor graders, backhoes, dozers, dump trucks, loaders, excavators, and other specialized machinery, each with qualified operators. Bidders must carry comprehensive liability insurance and workers' compensation coverage and comply with all applicable VDOT safety regulations and standards. The solicitation includes a contractor licensing requirement; however, VDOT has acknowledged that exemptions from Board for Contractors licensure may be available under applicable regulations and will be evaluated during bid review. No addendum was issued to remove this requirement from the solicitation.

An optional pre-bid conference was held July 6, 2026 at 10:00 a.m. Cheryl Lewis is the Contract Officer. Questions and answers were posted July 7, 2026. At least one prospective bidder, Thirty Three, Inc., attended the pre-bid conference.
