About this opportunity
The City of Chicago Department of Water Management is requesting sealed bids for a block-level lead service line replacement project on South Emerald Avenue between West 45th and West 46th Streets under Solicitation 74292, with bids due September 29, 2026 at 11:00 a.m. The project is restricted to Small Local Business Enterprises (SBI-2) under the City's Small Business Initiative program, a decision-flipping eligibility constraint.
The scope encompasses mobilization, traffic control, televised sewer inspection, test holes, sewer and house drain replacement, water service installations via trenchless and open-cut methods, meter installations, waste disposal, soil boring, and temporary surfacing across 21 line items. Target quantities include 105 days of traffic control, 160 linear feet of sewer inspection, 80 linear feet of sewer replacement pipe, 660 linear feet of exterior water service lines, 610 linear feet of interior water service lines, 25 meter installations, and 250 linear feet of PVC casing pipe. The contract term is 105 calendar days from the start date. Work is performed in Chicago on the specified block.
Funding is provided by the Illinois Environmental Protection Agency and the City of Chicago under the Public Water Supply Loan Program. Prevailing wage requirements apply under Davis-Bacon wage guidance. The contractor must perform 25% of work with own forces, conduct soil characterization analysis, ensure full environmental law compliance, and submit economic disclosure statements and business diversity program reports under Chicago Municipal Code requirements.
A performance bond of 33% of the contract value is required. A 5% bid deposit of the total base bid must be submitted by the first and second apparent low bidders within two business days of bid opening. The pre-solicitation conference is September 3, 2026 at 10:00 a.m. at the Sawyer Water Purification Plant. Bidder questions are due September 15, 2026 at 3:00 p.m. Bids must be submitted electronically through the City's iSupplier portal.
