About this opportunity

The Mississippi State Department of Health issued an Invitation for Bid (IFB 3160008078) for annual trauma care training and designated trauma centers distribution services, with a response deadline of July 8, 2026, and a Notice of Intent to Award issued July 23, 2026. Mississippians for Emergency Medical Services Inc. was selected at a bid price of $900,000, with protest rights available through July 27, 2026.

The scope encompasses injury prevention training, trauma care training coordination, and trauma care trust fund distribution to designated trauma centers and EMS operators statewide. The vendor must coordinate and deliver quarterly training courses including Advanced Trauma Life Support (ATLS), Trauma Nursing Core Course (TNCC), and Pre-hospital Trauma Life Support (PHTLS); work with trauma centers to improve trauma data reporting and compliance with Mississippi Trauma System Rules and Regulations; attend statewide and district-level performance improvement meetings; and organize annual outreach and prevention events. Deliverables include monthly reports on educational opportunities and trauma center activities, annual fiscal-year summaries, and bi-annual reports on trauma care trust fund revenue and expenditures.

Minimum qualifications require three to five years in business providing similar services, current professional licensure in nursing or physician fields with current Trauma Nursing Core Curriculum Course Director certification, demonstrated financial stability, professional liability and general liability insurance commensurate with professional responsibilities, Mississippi business registration, and an annual Single Financial Audit by an independent auditor submitted by December 31.

The contract runs tentatively from September 8, 2026, through June 30, 2027, with potential renewal at MSDH's discretion for one-year periods at the same prices and terms, not to exceed a cumulative five-year term. Funding is contingent upon appropriation by the Mississippi State Legislature and approval by the Public Procurement Review Board and the Office of Personal Service Contract Review. MSDH may terminate for convenience with ten business days' written notice if funds are insufficient, or for default if services are deficient and the contractor fails to cure within 30 days. Addendum #1 was issued June 23, 2026.
