About this opportunity
Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting sealed bids on 115-lb head-hardened rail in 80-foot sections under IFB DR143862, with bids due October 29, 2026 at 10:00 a.m. and a virtual pre-bid conference October 6, 2026 at 10:00 a.m. via Microsoft Teams. This is a Small Business Enterprise (SBE) set-aside project — only LACMTA-certified SBEs are eligible to bid.
The scope calls for supply of 100 sticks of 115-lb head-hardened rail in 80-foot sections. SBE prime contractors must perform at least 30 percent of contract work with their own workforce to satisfy commercially useful function requirements. All work must be completed by March 31, 2027. The contract is firm fixed price and funded entirely with state and local funds.
Award will be made to the lowest-priced responsive and responsible bidder. Pre-qualification is required for all prime contractors and first-tier subcontractors, with applications due by October 29, 2026. LACMTA has implemented a 15-day payment initiative for certified SBE firms acting as prime contractors; standard progress payments are made within 30 days of receipt of undisputed applications. Contract retentions are set at 10 percent of progress payments, reducing to 5 percent after 50 percent completion if progress is satisfactory. Subcontractors must be paid within seven days of the contractor's receipt of payment from LACMTA.
Bidders must submit firm unit and lump sum prices on the Schedule of Quantities and Prices, with pricing inclusive of all overhead, profit, applicable taxes, tariffs, insurance, and expenses for contractors, subcontractors, and suppliers of all tiers. California sales tax at 10.50% and freight charges apply. Written questions are due October 13, 2026, with responses provided by October 20, 2026. Virtual public bid opening is scheduled for October 29, 2026 at 11:00 a.m. Bidders must submit SBE Set-Aside Bid/Proposal Forms, ethics declarations, general certifications, noncollusion affidavits, and lists of current and completed contracts.
