About this file

This is a Certificate of Compliance with 49 CFR Part 655 exhibit required for bidders and proposers on contracts involving the Los Angeles County Metropolitan Transportation Authority (LACMTA) that may include transit operations. The certificate establishes whether the work required under the contract involves performance of safety-sensitive functions as defined in federal regulations. Bidders must declare whether safety-sensitive functions will or will not be required and, if such functions are involved, must confirm they have established or will establish anti-drug use and alcohol misuse programs as well as drug and alcohol testing programs in compliance with 49 CFR Part 655 prior to contract award.

If safety-sensitive functions are identified as part of the contract work, bidders must submit both their anti-drug use and alcohol misuse program and their drug and alcohol testing program to LACMTA for review and approval before contract award. The certificate requires signature and authorization from an authorized representative of the bidding entity, with all applicable sections and checkboxes completed to certify compliance with federal transit safety requirements. This exhibit serves as a compliance verification mechanism ensuring that any contractor performing safety-sensitive transit operations maintains appropriate substance abuse prevention protocols.
