About this opportunity

The Mississippi Department of Finance and Administration, Office of Purchasing, Travel and Fleet Management (OPTFM) is requesting proposals for emergency fuel services including procurement, storage, and distribution of gasoline, diesel, and propane during emergency situations, with sealed proposals due August 27, 2026 at 2:00 PM Central Daylight Time and anticipated award by December 30, 2026.

The scope requires positioning five mobile fueling facilities with minimum capacities of 3,500 gallons each of diesel and gasoline, equipped with self-sustaining dispensing capability and night operation features. The contractor must guarantee availability and delivery of up to 2 million gallons of fuel over a 15-day period following an emergency declaration, provide fuel transportation via tankers and bobtails, offer fuel rotation services, and supply trucks with fueling capabilities for county generator operations.

The contract term runs from February 1, 2027 through January 31, 2030, with options to renew for up to two additional twelve-month periods. The State prefers a monthly or annual fee structure for fuel guarantees, with flexibility for sliding-scale pricing based on guaranteed reserve amounts. Offerors may submit multiple pricing proposals with services priced separately, as the State may not contract for all services or may assign different services to different agencies.

Evaluation weights are: proposed plan (35 points), cost (35 points), prior related experience (10 points), personnel qualifications (10 points), and resources (10 points). Contractors must maintain minimum insurance coverage of $1 million per occurrence for general liability and $1 million for fidelity bonds, plus workers' compensation insurance.

Proposals must include a transmittal form, 15-page executive summary, qualifications documentation, and a detailed fee schedule not exceeding three pages. The contract is subject to Mississippi state law, the Mississippi Procurement Manual, and legislative appropriation of funds. Payment is due within 45 calendar days of invoice receipt through the State's electronic payment system.
