About this opportunity

The New Jersey Department of Transportation is requesting technical proposals for Construction Engineering Services under an Indefinite Quantity Job Order Contract for ITS Maintenance projects (TP-849, Design E-2 Level A), with proposals due September 2, 2026 and questions due August 26, 2026. Eligible firms must be prequalified with NJDOT in the E-2 discipline at Level A service as of the closing date or appear on the attached prequalified firms list—a mandatory gating requirement.

The scope encompasses project management and administration, construction engineering support including review and approval of material submittals (switches, routers, cameras, UPS units, patch panels, power injectors, cables, controllers, meter cabinets, and Dynamic Message Signs), RFI responses, field support for ITS facility maintenance, shop drawing reviews following NJDOT procedures, assistance with as-built documentation and equipment sourcing, and ITS design planning and specifications. Network engineer services from a Cisco Certified Network Professional are required for network plan and equipment review. Firms must perform field visits to ITS facilities as necessary and assist NJDOT in identifying alternative materials and communication methods when contractor procurement challenges arise. Work is performed on an as-needed basis across ITS maintenance job orders in Mercer County and statewide, with assignments supporting major events requiring accelerated, high-quality delivery.

This is a Cost Plus Fixed Fee agreement funded through federal sources. Contractors will bid three adjustment factors applied to pre-priced tasks in the Construction Task Catalog for normal hours, other-than-normal hours (evenings, weekends, holidays), and emergency response situations; weighted adjustment factors determine the lowest bidder. Work outside the CTC is addressed through non-pre-priced special provisions. Subconsultants must obtain cost-basis approval from NJDOT by the closing date. Firms must hold Business Registration Certificates from the New Jersey Department of Treasury and submit Ownership Disclosure Forms prior to award. Affirmative action compliance, including federal Title VI and EEO/Affirmative Action program approval, is mandatory. Only one technical proposal per firm is permitted.
