NJDOT TP-849 ITS Maintenance Job Order Contract – Construction Engineering Services 2026

This is a technical proposal solicitation issued by the New Jersey Department of Transportation (NJDOT) for Construction Engineering Services under an Indefinite Quantity Job Order Contract (JOC) mechanism. The solicitation seeks one selected firm to provide staff augmentation and construction engineering support for Intelligent Transportation Systems (ITS) maintenance projects. The scope of work encompasses project management and administration, construction engineering support including material submittal reviews and RFI responses, ITS design planning and specifications, structural analysis of ITS infrastructure, and electrical calculations. Work assignments are anticipated to support major events requiring prioritized, high-quality solutions delivered in an accelerated manner. The solicitation opened on August 3, 2026, with a closing date of September 2, 2026, and the last date for submitting questions is August 26, 2026. The anticipated selection date is September 2026. Only one technical proposal submission is permitted per firm unless otherwise noted. Eligible firms must be prequalified with NJDOT in the E-2 discipline at Level A service as of 10:00 AM on the closing date, or be on the attached prequalified firms list.

This is a Cost Plus Fixed Fee agreement funded through federal sources. Contractors will bid three adjustment factors applied to pre-priced tasks in the Construction Task Catalog (CTC) for work performed during normal hours, other-than-normal hours (evenings, weekends, holidays), and emergency response situations. The weighted adjustment factors determine the lowest bidder. Work not included in the CTC is addressed through non-pre-priced special provisions to secure market prices plus overhead and profit. Firms must obtain Business Registration Certificates from the New Jersey Department of Treasury and submit Ownership Disclosure Forms prior to contract award. Affirmative action compliance, including federal Title VI requirements and Equal Employment Opportunity/Affirmative Action program approval, is mandatory. There is no federal Certified Firm Utilization goal for this project. Subconsultants must obtain cost basis approval from NJDOT by the closing date, and joint venture arrangements are permitted if all participating firms are prequalified and disciplinary requirements are satisfied by at least one member.

(ONE STEP PROCUREMENT PROCESS)

ITS MAINTENANCE JOB ORDER CONTRACT – CONSTRUCTION

ENGINEERING SERVICES 2026

TYPE OF PROJECT (CES CATEGORY): DESIGN

DIVISION: Mobility Engineering & Operations

FUNDING SOURCE: Federal

TYPE OF AGREEMENT: Project Specific Agreement - Cost Plus Fixed Fee

NUMBER OF SELECTIONS: 1 will be made from technical proposals received

DATE OF SOLICITATION: 8/3/2026

CLOSING DATE: 9/2/2026

LAST DATE TO SUBMIT QUESTIONS: 8/26/2026

ANTICIPATED SELECTION DATE: September 2026

PROJECT DESCRIPTION

Job Order Contracting is an indefinite quantity contract under which NJDOT may assign the contractor an ongoing series of individual Job Orders. A major component of Job Order Contracting is a Construction Task Catalog (CTC) consisting of hundreds of work activities called pre-priced tasks. The CTC contains preset unit prices for the direct cost of each task. These unit prices are calculated using local labor, equipment, and material costs. Contractors will be asked to bid three adjustment factors to be applied to the pre-priced tasks in the CTC—one for working during normal working hours, another for working other-than-normal working hours; evenings, weekends, recognized holidays, and a third for responding to events considered emergencies by the Department. Each adjustment factor is weigh ted (e.g.

80%, 15%, 5%) and the sum of the weighted adjustment factors determines the lowest bidder. Items not included in the CTC will be addressed through the contract’s non-pre priced special provision which attempts to secure the best available price in the market plus overhead and profit to the contractor.

Once a contract is awarded to the lowest, responsive, responsible bidder, and maintenance needs are identified, the contractor, the Project Manager and the project’s Resident Engineer will meet at each project site and discuss the work to be performed. After the site meeting, the Resident Engineer will develop a Detailed

Project Specific 1-2026 (Years) 2 of Work and will submit through eGordian (a proprietary software designed to manage JOCs) and issue a Request for Proposal to the contractor. This Detailed Scope of Work will consist of ITS preventative maintenance services, replacement or new installation on existing infrastructure of ITS field devices/equipment (CCTV, DMS, Etc.) and ITS network upgrades and system integration. Preventive maintenance services may include software/firmware updates, Hardware replacements, and cleaning/adjusting/updating of ITS facilities, devices and components. Replacement work will include /malfunctioning/failed/out of support device replacement, network re-engineering on existing ITS network/infrastructure for improvement on availability and resiliency.RE and Inspectors are required to respond to emergencies and be available during unplanned special events or as directed by the PM. Consultant shall make additional staff available as requested by the PM during special events.

NJDOT’s Project Manager and Resident Engineer will ensure that all applicable documents and certifications (environmental, utility, right of way, railroad, Public Interest Findings, and SERF) are completed, approved, and provided to the appropriate authorities. The contractor will then build a Proposal Package which includes the Price Proposal, a construction schedule, and a list of subcontractors and will submit the Proposal Package to the Project Manager and Resident Engineer for review and approval. The Price Proposal amount is determined by the unit price of the individual tasks, multiplied by the quantity determined by the Detailed Scope of Work, multiplied by the appropriate adjustment factor based on the work schedule. Once the Proposal Package is app roved by the NJDOT Project Manager, a Job Order will be issued to the contractor.

If there is a change in the Detailed Scope of Work after a Job Order is issued, any extras, changes or deletions are handled as a Supplemental Job Order where the Contractor is required to price the work in the same manner as the original Price Proposal – unit prices multiplied by the quantity multiplied by the appropriate adjustment factor. This eliminates the traditional change order negotiation and avoids claims and delays.

JOC provides a timely response to preventive maintenance needs on an as-needed basis as the time frame for procuring each project is drastically reduced.
